On the organization of children's health in the Vitebsk region in the summer of 2019

During the summer period, the work of 29 stationary suburban health-improving camps was organized in the region (of which 5 were sports and recreational), in which 13842 children were rehabilitated (including 1372 children in sports and recreational). In addition, 6 camps were opened on the rented areas of boarding schools and secondary schools, where 1,152 children were rehabilitated.

In addition, 86 specialized camps (9 days) worked with round-the-clock stays, where 2692 children were rehabilitated, of which 10 labor and recreation camps - 298 children, 2 sports and recreational - 50 children.

On the basis of comprehensive and sports schools of the region, 626 camps with a day stay were functioning, where 27656 children were rehabilitated, including 85 labor and rest camps, in which 1414 teenagers were involved in various forms of employment.

In the camps of various types, the fulfillment of the planned indicators was 100.76%.

During the summer health campaign, 9 inpatient camps worked in 4 shifts, 18 camps in 3 shifts, 2 camps in 2 shifts.

For the preparation and strengthening of the material and technical base of suburban health camps, 93.9 thousand rubles were allocated from the republican budget, 300.0 thousand rubles from the regional budget, 45.4 thousand rubles from district budgets, 2.2 thousand rubles sponsorship .

Organizations that have health camps on their balance sheets allocated 755.9 thousand rubles of their own funds.

At the expense of funds earned on the republican subbotnik, 130.0 thousand rubles were allocated.

The allocated funds from various sources of funding have significantly improved the material and technical base of health camps.

The following camps are in demand in working with children over 14 years old: art, environmental-biological, military-patriotic, technical, social and pedagogical profiles, as well as work and leisure. The programs of specialized camps are comprehensive, combine theoretical and practical knowledge, sports and recreational and cultural and leisure activities, research and socially significant activities, professional orientation.

In the summer period of 2019, 20327 children were recuperated in health camps by profiles, areas of activity, including 2464 children aged 15-18 years.

From July 9 to July 17, 2019, a regional 9-day profile shift in subjects of the natural-mathematical cycle "Labyrinth of Knowledge" was held at the recreation camp "Friendly Guys". The experience of NDC “Zubrenok” was used as a basis. Participants in the shift were 87 students from among the representatives of the olympiad movement in the subjects "Astronomy", "Chemistry", "Biology", "Geography", educational institutions in 19 regions of the region. The main purpose of the shift is to support gifted children, their involvement in research and project activities, vocational guidance, ensuring the unity of the processes of strengthening the health of students, their development and education. Teachers of VSU named after P.M. Masherova, teachers of VOIRO, experienced teachers of educational institutions of the city of Vitebsk.

Together with law enforcement agencies in the region, 73 defense-patriotic camps were organized, in which there were 2,255 adolescents, including 1,505–185 of them 2205 (of which 11 camps for 202 adolescents on the basis of military units and formations of the Ministry of Defense, the Ministry of Internal Affairs and the border committee) Together with military units 38 camps were organized for 1283 students, together with the Ministry of Internal Affairs - 20 camps for 519 children, and with the Ministry of Emergencies departments - 14 camps for 313 students.

In order to form an active life and civil position, military-patriotic education of students on the basis of the 103rd Vitebsk Guards Airborne Brigade, the work of the Patriot recreation camp of a military-patriotic profile was organized. There were two shifts for 44 students in the camp. Training sessions on theoretical and practical training (combat, fire, tactical, physical) for the camp pupils were conducted by military unit commanders, experienced instructors, and reserve officers. During the camp, demonstrations and meetings were held with representatives of the Ministry of Internal Affairs, the Ministry of Emergencies, and the State Automobile Inspectorate. The guys held the military patriotic and military sports games "Young Patriot", "WE are soldiers", "For the honor of the Fatherland!", "Zarnitsa", militarized relay races "Army Kaleidoscope", "Patriots at the start", quest games "We will walk along the roads of war", "Ready to serve the motherland", the historical marathon "On the pages of the calendar", competitions in military-applied sports, competitive programs, excursions.

One of the components of vacation employment is the organization of labor and leisure camps. In 95 labor and leisure camps, 1,712 children were treated. The work of labor and leisure camps ensured the employment of children who are on various types of preventive care, and minors from low-income and disadvantaged families visited the camps, who had the opportunity to contribute to the replenishment of the family budget. During the labor and leisure camps, the guys got involved in large-scale events: the republican campaign "Small Homeland: Relay of Useful Deeds", the regional stage of the republican contest "Decorate Belarus with Flowers" and "Young Naturalist" to study the environmental features of the Little Homeland.

Between labor and leisure camps and host organizations concluded agreements on the improvement of dairy farms, drying grain, weeding plants, the improvement of military graves and school grounds, the repair of school premises and furniture, the care of seedlings in forest nurseries, and the collection fruits in agricultural organizations, making bedding. It should be noted that the work performed by children in labor and rest camps in their schools, agricultural towns, villages and urban settlements, agricultural organizations is more relevant than ever in the Year of the Small Homeland.

In the Tolochin district, in the daytime labor and leisure camp, 60 guys and girls were busy on plantations in the garden of the RUE "Tolochinsky Canning Factory". Weeding the fruit and berry garden, collecting fruits, putting things in order on the territory and carrying out instructions for caring for the plants, the guys earned 130-150 rubles.

In Lepelsky district, for 50 students, labor and rest camps were organized on the basis of the Lepelsky Forestry State Forestry Institution, Borovka KUPP, a branch of the Lepelsky Dairy and Canning Plant OJSC. The agreements were concluded for the types of work: weeding, watering, pruning, planting, planting beds, cleaning the territory. The average salary was GLPU "Lepelsky Forestry" - 287 rubles, KUPP "Borovka" - 297, 2 rubles, a branch of "Lepelsky Dairy and Canning Plant" - 142 rubles.

In the summer, special attention was paid to the health of children in need of social protection. Various forms of health-improving measures covered 1863 orphans and children left without parental care, 517 disabled children (including 56 accompanied), 5320 children from large and low-income families.

Funds in the amount of 50.0 thousand rubles were allocated from the regional budget for the extra charge of tickets to health camps for children with disabilities, children from large families, children with special needs in the psychophysical development of employees of budgetary institutions financed from the regional budget. Children with both parents - disabled invalids or unemployed pensioners; children left without parental care and under the care of retired pensioners.

In the recreation camp "Rainbow" of the UZ "Vitebsk Regional Children's Clinical Center" for three shifts, rehabilitation was organized for 56 disabled children with a diagnosis of diabetes mellitus, hearing impairment and diseases of cerebral palsy and musculoskeletal system. Vouchers for children with disabilities and accompanying persons were paid at the expense of the regional budget.

Free of charge from the budget of Vitebsk in the recreation camps "Luch" of the State Children's Institution "Center for Children and Youth of the Vitebsk Region" and "Orion" of the State Public Administration "Gorodok District Center of Children and Youth" 80 orphans from the State Educational Institution "Orphanage of the City of Vitebsk".

The health and employment of adolescents with delinquent behavior, as well as those living in dysfunctional families, were under special control. Various forms of health-improving measures and labor activity covered 1052 children, of which 335 teenagers with whom individual preventive work is carried out, 507 are in SOPs.

To ensure law enforcement, personal and property safety of children and camp workers, as well as to carry out preventive work among minors, employees of the internal affairs bodies were assigned to each camp, who carried out round-the-clock duty on the territory of suburban health camps. In order to prevent the presence of unauthorized persons in the camp, the police officers strengthened control over employees providing access control.
