On the results of the summer health campaign in 2020 and tasks for 2021 in Minsk

October 22, 2020 in the Minsk City Hall, at pl. Svobody, 2a hosted the already traditional annual city conference on the results of the summer health-improving campaign in 2020 with the participation of the Deputy Chairman of the Minsk City Executive Committee Tsuran A.N.
The conference was organized by the Minsk City Administration of the Republican Center for Health Improvement and Sanatorium Treatment of the Population, the Education Committee of the Minsk City Executive Committee, and the Minsk City Association of Trade Union Organizations.
The conference was attended by: the chairman of the Minsk city association of trade union organizations A.V. Shchekovich. heads of committees and departments of the Minsk City Executive Committee, deputy heads and heads of education departments of district administrations of Minsk, heads of country health camps, representatives of interested institutions and city services.
The conference was opened by A.N. Tsuran, Deputy Chairman of the Minsk City Executive Committee. He noted that the summer health campaign in 2020 was quite successful despite the adjustments associated with the difficult epidemic situation:
- Of course, you need to understand that the plans that we built at the beginning of this year for the number of children recovered had to be adjusted. However, children's health camps opened and operated throughout the summer. The system worked, and quite successfully.

The head of the Minsk City Administration of the Republican Center for Health Improvement and Sanatorium Treatment of the Population V.A.Nafranovich reported on the results of the summer recovery of schoolchildren in the capital in 2020 and the tasks for 2021. As Valery Arkadyevich noted, the summer health campaign started on June 15. Health improvement of the children of the capital in the summer of 2020 was carried out by 507 camps with day and round-the-clock stay of children, including: 31 out-of-town round-the-clock camps, 54 camps organized at rented bases of sanatorium, health and other organizations of the republic, 11 round-the-clock specialized camps lasting 15 days, 23 round-the-clock specialized camps lasting 9 days, 388 camps with a day stay organized at the bases of general secondary institutions education, additional education for children and youth, specialized educational and sports institutions and secondary schools of the Olympic reserve.
In the summer of 2020, 35,376 children were rehabilitated in camps of various types, including 24,292 children in camps with round-the-clock stay, 11,084 children with daytime stays.
Taking into account the current epidemiological situation with regard to coronavirus infection, Valery Nafranovich noted, the work of the camps in the summer period was organized in the following modes: 15 country camps worked in 4 shifts, 15 camps - in 3 shifts, 1 camp - in 2 shifts.
This year, the Zvezdny camp of the Belaeronavigatsia State Enterprise, which was closed for reconstruction, on the basis of which 760 children were rehabilitated in 2019, did not function.
At the same time, the work of the health camp "Yubileiny" of the JSC "Minsk Heating Equipment Plant" for 97 places per shift was resumed, where 55 children of preschool age were rehabilitated, and a new health camp "Druzhba" was opened at the recreation center with the same name for 100 seats per shift, owned by RUE "Belpochta".
The main stake in ensuring the summer recovery of children was made at 31 health camps with round-the-clock stay, owned by organizations in Minsk, the planned capacity of which was 8248 places per shift. During the season, 23 492 children were rehabilitated on their basis, including 20 853 with the use of subsidies.
To reduce the cost of vouchers to health camps (allocation of subsidies) in the summer of 2020 for children of Minsk, public funds in the amount of 5.9 million rubles were spent.
Valeriy Nafranovich also stressed that the priority direction in organizing children's recreation is still the improvement of the health of children in difficult life situations, including children with disabilities. For these categories of children, in accordance with the decision of the Minsk City Council of Deputies of November 16, 2016 No. 243 "On the establishment of social support measures for certain categories of citizens", funds are allocated from the city budget to reduce the cost of vouchers and surcharge up to the full cost of vouchers to suburban health camps.
The measures taken made it possible to improve the health of 1360 children from the number of orphans and children in care in camps with day and round-the-clock stay, which amounted to 91% of the planned for the season (1500 children). In addition, 55 children of preschool age from among orphans and under guardianship were sent to the health camp "Yubileiny" of JSC "Minsk Heating Equipment Plant" during the season. Tours are fully paid from the city budget.
The practice of improving the health of children with disabilities, who were sent to camps with daytime (on the basis of correctional and developmental education centers) and round-the-clock stay, together with teachers from boarding schools, was continued. In total, 605 children from the category of disabled children were rehabilitated, which amounted to 51% of the planned (1190 children).
A family health session for 38 disabled children with diabetes mellitus on the basis of the Zeleny Bor sanatorium of the Minsk-Arena MKSK, as well as 19 children with disabilities of the cardiac profile, accompanied by parents.
Children of public sector employees of organizations of communal property received additional payments from the city budget when purchasing vouchers to country camps in the amount of up to 115 rubles per voucher. This type of assistance was used by 1,023 children during the season.
In order to prevent delinquency and prevent asocial behavior of adolescents, using the city budget and state funds, 493 children were sent to health camps with a day and round-the-clock stay of 493 children who are on various types of registration and brought up in dysfunctional families.
To meet the needs of children in various activities and acquire useful skills, 275 camps were organized by profiles, areas of activity with day and round-the-clock stay, in which 14 442 children had a rest.
Together with employees of military units, border outposts, educational institutions of the Ministry of Internal Affairs and the Ministry of Emergency Situations, the work of 7 military-patriotic camps was organized with a day and round-the-clock stay of children, covering 196 people.
In each district of Minsk, military-patriotic camps with a day stay were organized at the bases of pre-conscription youth training centers together with military units.
At the expense of the city budget and public funds, in the summer of 2020, the work of the Patriot interdistrict camp of a military-patriotic profile for adolescents requiring special social and pedagogical attention and engaged in pre-conscription training centers was organized and financed. This year, taking into account the epidemiological situation, the specialized camp was held on the basis of the Optimist health camp of the Minsk Tractor Plant OJSC in the period from 28.07 to 14.08.2020 (two nine-day shifts). 47 teenagers were recovered.
Leading positions in terms of mass deployment are traditionally taken by sports and recreation camps with day and round-the-clock stay, organized by structural divisions of the main department of sports and tourism of the Minsk City Executive Committee, in which 8,489 children have been rehabilitated.
To ensure the rest and employment of children, 85 labor and recreation camps with day and round-the-clock stay of children were organized, covering 911 children aged 14-18.
Basically, the guys were engaged in cleaning, landscaping and landscaping of school territories. The average salary per shift was 172 rubles. On the basis of the camps with round-the-clock stay "Lesnoy" TPKUP "Khladokombinat No. 2", "Dream" JSC "Minsk Combine of Bread Products" organized service teams of work and rest for 24 teenagers who performed work on washing dishes, cleaning service premises and landscaping the camp territory.
In his report V.Nafranovich also noted that the network of out-of-town health camps was modernized using funds from camp owners, the city budget, trade union organizations, sponsors, as well as funds from subbotniks.
To assist in the preparation of camps with round-the-clock stay for work in the summer of 2020, funds were allocated from consolidated sources in the amount of more than 8.2 million rubles, including: from the city budget - 1.5 million rubles, funds owners of health camps - 5.16 million rubles, the republican budget - 116.42 thousand rubles, from funds earned on the republican subbotnik - 1.37 million rubles, other sources - 57 thousand rubles (sponsorship and funds of trade union organizations).
V.Nafranovich also stressed that the Minsk City Executive Committee approved a schedule for monitoring the work of health camps for 2020.
During the summer recreation period, monitoring covered all out-of-town health camps. Particular attention is paid to the implementation of organizational and sanitary and anti-epidemic measures by the camps staff to prevent the introduction and spread of coronavirus infection.
In addition, the city's sanitary and epidemiological service carried out planned and unscheduled inspections, monitoring observations of all types of health camps, including on weekends and in the evenings. All health organizations were covered by surveillance activities.
The implementation of priority epidemically significant measures was ensured in all health camps. Particular attention is paid to the organization of catering, systemic control over the work of catering units, compliance with sanitary norms and rules, the organization of the protection of health camps and the provision of access control.
All workers were provided with personal protective equipment, disinfectants, detergents, antiseptics were purchased in accordance with the calculated need.
In the final part of the report, the head of the Minsk city administration of the Republican center for health improvement and sanatorium-resort treatment of the population V.A. noted that the children's health camps of enterprises and organizations in Minsk held the ended season at a high level, worked well, thereby confirming their leading positions among health camps in our republic.

Chief State Sanitary Doctor of Minsk, Ermak S.L. in her speech she spoke about the features of ensuring sanitary and epidemiological well-being during the summer health campaign in 2020 and promising directions for the preparation of health institutions for the summer period of 2021.
Summing up the results of the city conference, Deputy Chairman of the Minsk City Executive Committee A.N. Tsuran stressed that the city authorities will continue to support the system of summer health improvement for children. He also noted that not only the health aspect is important in organizing children's recreation, but also spiritual fulfillment.
While preparing the work programs for the next year, we must be aware that for the future state and social development only the organization of leisure, food and everyday life is no longer sufficient. It is required to define new meaningful approaches that create opportunities for children to master such knowledge, life experience that other social institutions cannot provide.
In conclusion, Artem Nikolayevich thanked all services for the high level of organization of the health campaign this year.

In the nomination "The best out-of-town health camp" the winner was the health camp "Planet" of the Administrative Department of the President of the Republic of Belarus.
Employees who made a significant contribution to the organization and conduct of the 2020 summer campaign were awarded with thanks, certificates of honor and letters of thanks from the Minsk City Executive Committee, the Minsk City Council of Deputies, the Republican Center for Health Improvement and Sanatorium-Resort Treatment of the Population and other city services and departments.

For the high indicators achieved based on the results of children's health improvement in 2020, the head of the Minsk city administration of the Republican center for health improvement and health resort treatment of the population, Valery Arkadievich Nafranovich, was awarded the Certificate of Honor of the Republican Center for Health Improvement and Sanatorium-Resort Treatment of the Population. The diploma was presented by the head of the department of organizational and legal work and provision of vouchers - Belakhvostik Lyudmila.
