The results of the rehabilitation of children in Minsk in the 1st shift of the summer health campaign in 2023

The improvement of the children of the capital was carried out by 658 camps with day and round-the-clock stay of children, including:

19 stationary health camps with round-the-clock stay of children,

23 camps with round-the-clock stay of children, organized on rented bases of sanatorium-resort, health-improving and other organizations of the republic,

17 sports camps (teams) with round-the-clock stay of children are organized on rented bases of stationary health camps, sanatorium-resort and health-improving organizations of the republic,

57 9-day tent camps, 542 day camps organized on the basis of institutions of general secondary education, additional education for children and youth, specialized educational and sports institutions and secondary schools of the Olympic reserve.

To organize the rehabilitation of children around the clock for a period of 18-21 days, the work of 31 country health camps was organized, the balance-holders of which are organizations in Minsk, of which 19 are stationary health camps, 12 are sanatorium-resort and health-improving organizations (in 2022 - 31 camps ).

During 1 shift, 38,954 children improved their health in camps of various types, which amounted to 54.5% of the plan for the season, including 9,808 children in camps with a round-the-clock stay, and 29,146 children with a day stay.

The practice of improving the health of disabled children who are sent to day camps (based on correctional and developmental education centers) and round-the-clock stay together with boarding school teachers has continued.

During 1 shift, 446 children from among orphans and children under guardianship were improved in camps with daytime and round-the-clock stay, which amounted to 36.7% of the planned for the season (1324 children).

The practice of improving the health of disabled children who were sent to camps with day (based on correctional and developmental education centers) and round-the-clock stay together with teachers of boarding schools continued. In total, 551 children from the category of disabled children were improved in 1 shift, which amounted to 50.4% of the planned (1094 children).

Children of state employees of municipal property organizations received additional payments from the city budget when purchasing vouchers to country camps in the amount of up to 148 rubles per voucher. This type of assistance was used by 649 children during 1 shift.

32 endocrinologically disabled children, accompanied by one of their parents, underwent rehabilitation during
1 shift on the basis of the health-improving complex "Rocket" of the branch for the improvement of the republican unitary enterprise for air navigation services for air traffic "Belaeronavigatsiya". Accompaniment of a specialized endocrinologist of the 2nd City Children's Clinical Hospital was organized for the entire period of rehabilitation of disabled children.

The work of specialized camps and thematic military-patriotic shifts has been organized, contributing to the education of students on the basis of the traditional values of the Belarusian people, respect for the historical past and the achievements of our country at the present stage, including the popularization of the state symbols of the Republic of Belarus.

In order to prevent delinquency and prevent antisocial behavior of adolescents, 559 children were sent to health camps with daytime and round-the-clock stay during 1 shift using the city budget and state funds.

On 06/14/2023, the first shift of the profile health camp with a round-the-clock stay "Patriot" for minors, for whom individual preventive work is carried out, recognized as being in a socially dangerous situation, started. The work of the camp is organized in cooperation with military units 3310, 5448, 3214, as well as the OMON unit of the Central Internal Affairs Directorate of the Minsk City Executive Committee.

Additional payment up to the full cost of the voucher for children of this category is carried out at the expense of the budget of the city of Minsk.

A plan for cooperation between educational institutions in Minsk and institutions of the socio-cultural sphere for the summer period has been developed. Taking into account the interests and age characteristics of the pupils of health camps with daytime stay of children, intellectual-cognitive, thematic, entertainment and competitive programs, master classes, quests, excursions, museum classes offered by museums, theaters, cinemas, institutions of additional education are offered as developing leisure children and youth.

The theatrical summer palette is represented by the performances of the leading theaters of the city: the National Academic Theater named after Yanka Kupala, the Republican Theater of Belarusian Drama, the Belarusian State Academic Theater for Young Spectators, the Youth Variety Theater, the Theater Studio Cinema, etc.

On the basis of cinemas in Minsk, in cooperation with the UE "Kinovideoprokat", the National Film Studio "Belarusfilm" thematic screenings, programs, film lectures, creative meetings were organized.

Particular attention is paid to catering, systemic control over the work of catering units, compliance with sanitary norms and rules.

19 out-of-town recreation camps, the balance-holders of which are organizations of Minsk, are provided with meals under an agreement with the state institution "School Catering Plant of Minsk" (hereinafter - SI "KSHP of Minsk"), including the food supply service in accordance with the approved schedules.

For the health-improving summer period, the technological service of the State Institution "KSHP Minsk" developed approximate two-week rations for health camps with round-the-clock and daytime stay of children who received a hygienic assessment at the state institution "Minsk City Center for Hygiene and Epidemiology" for compliance with the established requirements.

Approximate two-week diets for health camps are compiled according to the age of children (6-10 years old, 11-13, 14-17 years old), based on the norms of the physiological needs of children in nutrients and energy, taking into account the current nutritional standards for health-improving organizations in accordance with the established monetary norms.

The task of organizing high-quality nutrition for children in camps is ensured through strict internal departmental control over compliance with the norms for laying food and cooking technology, and constant laboratory control of food by state sanitary supervision bodies.

In all stationary health camps and camps organized on rented bases, access control and territory protection are properly provided.

In order to timely respond to the operational situation, the employees of the Central Internal Affairs Directorate of the Minsk Oblast Executive Committee provide round-the-clock protection of public order and the safe stay of children in country health camps located on the territory of the Minsk region, as part of mobile groups.

The Minsk City Executive Committee approved a schedule for interdepartmental monitoring of the work of health camps for 2023 by working groups, which include specialists from the representative office and all interested city services.

In the course of monitoring with visits to health camps, specialists assess the quality of services provided and create safe conditions for the rehabilitation of children, as well as provide practical and methodological assistance to employees in compliance with established norms and requirements.

In order to ensure the availability of summer children's recreation for the general population, the representative office regularly carries out work to inform the residents of Minsk, including in cooperation with the media.

Publications and reports on the possibilities of summer recreation for children are posted in the newspapers Minsk Courier and Vecherny Minsk, on the Internet portal of the UE Minsk-Novosti Agency, are included in the broadcasting schedule of the state TV channels ONT, Belarus 1, STV, etc.

The Contact Center of the Minsk City Executive Committee regularly runs direct telephone lines, during which the responsible specialists of the representative office answer telephone calls from residents of Minsk concerning topical issues of improving the health of the population (the issues of purchasing vouchers to health camps using public funds were covered on May 4, 2023 by the deputy head representations).

On the official website of the Minsk City Executive Committee there is a page of the representative office, which contains information on the procedure for allocating vouchers to recreational (sports and recreation) camps with round-the-clock and daytime stay of children, the approved amount of state funds to reduce their cost, as well as a list of out-of-town health camps, the balance-holders of which are organizations from .Minsk, with a brief description of their infrastructure, conditions of stay and an indication of the contact numbers of specialists in the implementation of vouchers.

In addition, information on the implementation of vouchers (required documents, subsidies, departure, how to get there, what to take with you to the camp), schedules of arrivals, implemented programs for raising and improving children is available on the websites of country health camps (Horizont, Volna, Planet, Borok) or on the websites of the organizations-owners of the camps. Many country camps have corresponding telegram channels.
