On the organization of health improvement for children in Minsk in the summer of 2021

In the summer period of 2021, it is planned to send 62,334 children in Minsk to various types of camps on vouchers, reduced in price at the expense of state funds.
In total, more than 660 camps of various types will operate during the summer. The main stake in ensuring the summer recovery of children will be made at 30 out-of-town health camps, which are on the balance sheet of enterprises and organizations in Minsk.
More than half of the children 62.0% or 38,739 people will be recuperated in camps with round-the-clock stay, of which 30,035 children will be recuperated in country health camps, 4,857 children will be rehabilitated in 9-day specialized camps and 3,847 children will be rehabilitated in 18-day specialized camps on rented bases. In the camps with a day stay, 23 595 children will be rehabilitated.
During the summer, the Zvezdny camp of the Belaeronavigatsia State Enterprise, which was closed for reconstruction last year, on the basis of which 760 children were rehabilitated in 2019, as well as the Ogonyok recreation camp of the MINGAZ Unitary Enterprise, whose bed capacity is designed for 52 children in one shift, closed for one season for repair and reconstruction.
In addition to 30 out-of-town health camps in Minsk with a round-the-clock stay, there will be more than 360 day camps organized at the bases of general education, sports schools and out-of-school institutions of the city, about 170 specialized 9-day camps and 37 profile 18-day camps organized on rented bases sanatorium and health-improving organizations of the republic.
The measures taken make it possible to maintain the number of country camps and the number of beds in them at the level of previous years. The work of the camps will be organized in the following modes: 6 camps - in five shifts, 22 camps - in four and 2 camps - in three for 18 days.
For the most complete coverage of children's health improvement in the summer of 2021, it is planned to send more than 24,000 children to health camps by profiles, areas of activity: sports, tourism, military-patriotic, incl. more than 7 thousand adolescents aged 15 to 18 years.
Leading positions, as in previous years, will be occupied by specialized sports and health camps with day and round-the-clock stays, in which more than 12 thousand children are planned to improve their health.
In addition, to ensure the employment of children, it is planned to work more than 80 labor and recreation camps with day and round-the-clock stay of children, organized at the bases of institutions of general secondary education, additional education for children and youth and out-of-town health camps with coverage of 1123 (in 2020 - 909) children. at the age of 14-18 during the summer season.
The administrations of the districts of Minsk have agreed on a list of host organizations, facilities, types of work and the number of jobs for children sent to labor and recreation camps.
The priority direction in the organization of children's recreation is still the rehabilitation of children in difficult life situations, including children with disabilities. In the summer period, it is planned to improve the health of 1,545 orphans and children under guardianship, and 950 disabled children, including 100 disabled children accompanied by one of the parents for medical reasons.
The rehabilitation of disabled children with diabetes mellitus and cardiopathology, accompanied by their parents, is becoming traditional at the expense of the budget of the city of Minsk. In 2021, an agreement was reached on the rehabilitation of 80 disabled children with diabetes mellitus and 20 disabled children of the cardiological profile, accompanied by their parents at the Isloch sanatorium of the National Academy of Sciences of Belarus.
50 orphans of preschool age during the season will be sent to the health camp "Jubilee" UE "Minskzelenstroy" at the expense of the city budget.
In order to prevent juvenile delinquency, during the summer season in military-patriotic camps at the bases of military units, border outposts, educational institutions of the Ministry of Internal Affairs and the Ministry of Emergency Situations, the rehabilitation of children who have come into conflict with the law, who are brought up in disadvantaged families, will be organized.
For the eighth year in a row, of which in the last two years, on the basis of the "Optimist" country camp of the Minsk Tractor Plant OJSC, the work of the interdistrict 9-day specialized camp "Patriot" for adolescents will be organized and financed from the city budget and the republican budget, requiring special social and pedagogical attention.
It is also planned to reduce the cost of vouchers to round-the-clock camps for 2500 children of employees of budgetary organizations of communal property at the expense of the city budget at the expense of the city budget at the rate of up to 120 rubles (inclusive) per voucher.
The preparation of out-of-town health camps for the summer season is carried out in accordance with the recommendations of the sanitary and fire supervision authorities on meeting the requirements for the arrangement of children's recreation areas, ensuring the implementation of sanitary and anti-epidemic measures in accordance with the recommendations of the Ministry of Health of the Republic of Belarus and the Republican Center for Health Improvement and Sanatorium resort treatment of the population to prevent the introduction and spread of COVID-19 infection when organizing the work of health camps in the summer of 2021 with a round-the-clock and day-long stay of children.
Scheduled work is being carried out on capital and current repairs of residential and administrative buildings, landscaping, equipping sports grounds, replacing outdated technological and refrigeration equipment. The owners of the camps are planning to allocate at least 3.5 million rubles this year to carry out these works.
Funds are annually allocated from the city budget and the republican budget to assist in preparing the camps for work in the summer. In the current year, the amount of funds amounted to 1.5 million rubles and 122,009 rubles, respectively. The funds were distributed in accordance with the decision of the Minsk City Executive Committee dated 04.02.2021 No. 289 between the district administrations in proportion to the planned number of beds in country camps.
When organizing the summer health campaign, significant attention is paid to the selection and training of personnel for health camps, catering and medical support.
In preparation for the opening of country camps in the summer of 2021, the following activities were carried out and planned:
from February to April, the Education Committee of the Minsk City Executive Committee organized the preparation and referral to targeted courses on the basis of the State Educational Institution "Minsk City Institute for the Development of Education" of leaders and senior educators of health camps with day and round-the-clock stay of children;
in April-May, it is planned to organize cycles of instructional and methodological meetings and training seminars with all categories of workers with the participation of interested services;
by 06.05.2021 - approval by the Education Committee of the Minsk City Executive Committee of candidates for the positions of senior educators at health camps;
until 07.05.2021 - holding a city training seminar with chiefs, senior teachers, camp accountants and implementers of vouchers to country camps with the participation of interested city services;
before 25.05.2021 - timely preparation and acceptance of health camps for work in the summer must be ensured;
until June 8, 2021, it is planned to start work of out-of-town health camps;
from 1.06.2021 day camps will open.
