From January 2, 2023, the Law of the Republic of Belarus of July 18, 2011 No. 300-З "On Appeals of Citizens and Legal Entities" (as amended on June 28, 2022) comes into force with additions and amendments.

The Law of the Republic of Belarus of July 18, 2011 No. 300-З "On Appeals of Citizens and Legal Entities" (as amended on June 28, 2022) establishes the submission of electronic appeals to government agencies and other government organizations and the receipt of responses (notifications) to them through the state unified (integrated) republican information system for recording and processing appeals of citizens and legal entities (the system for recording and processing appeals).

User access to the system for recording and processing appeals is provided through a website in the global computer network Internet at the address

Applicants in the system for recording and processing requests:

• register by filling out the registration form on the website;
• submit electronic requests and receive responses (notifications) to them;
• view the list of submitted electronic requests and the status of their consideration;
• send information messages and requests for consultation on the functioning of the system for recording and processing requests to the operator of the system for recording and processing requests.

Applicants (except for persons who are administrators of organizations or responsible persons) register in the system for recording and processing requests by entering the following information about themselves in the registration form on the website:

• last name, first name, patronymic (if any), address of residence (place of stay), subscriber number of cellular mobile communications, e-mail address - for an individual;
• the payer's identification number, name, address of the organization's location, as well as the last name, first name, patronymic (if any), email address, and mobile phone subscriber number of the director or person authorized to sign requests in the prescribed manner - for a legal entity.

During registration, the applicant (except for a person who is the administrator of the organization or a responsible person):

• confirms the mobile phone subscriber number by entering the confirmation code received in an SMS message to the specified number;
• confirms the email address by clicking on the link received to the specified address;
• attaches his/her public key certificate or biometric document if it is used for identification and authentication in the system for recording and processing requests.

Upon completion of the applicant's registration (except for a person who is the administrator of the organization or a responsible person), the system for recording and processing requests automatically creates a personal electronic account for the applicant.

The applicant (except for a person who is an administrator of an organization or a responsible person) may use the following for identification and authentication in the system for recording and processing requests:

• the login and password generated by him/her during registration in the system for recording and processing requests;
• the login and password generated during registration in the national postal electronic system;
• his/her public key certificate or biometric document.

After the applicant (except for a person who is an administrator of an organization or a responsible person) has completed the identification and authentication procedures, the system for recording and processing requests authorizes him/her by providing the opportunity to use the functional capabilities available to the applicant in the personal electronic account.
