Sanatorium and resort treatment of non-working veterans and disabled people in the Brest region

Particular attention in the Brest region is paid to preferential sanatorium-and-spa treatment for non-working pensioners who are entitled to this benefit in accordance with the current legislation.

It should be noted that a certain category of non-working pensioners are entitled to free extraordinary and priority sanatorium treatment. This category includes disabled people, participants and veterans of the Great Patriotic War, disabled combatants on the territory of other states, citizens who fell ill and suffered from radiation sickness caused by the consequences of the Chernobyl disaster, disabled people of groups I and II and other categories of non-working citizens specified in the Decree of the President of the Republic of Belarus dated August 28, 2006 No. 542 “On sanatorium treatment and improvement of the population”.

Labor veterans, persons dismissed from military service or service in the internal affairs bodies, emergency situations bodies and divisions, financial investigation bodies due to age, limited health or illness and having a length of service of 20 years or more, veterans of the Armed Forces, internal affairs bodies, prosecutor's offices, justice courts, disabled people of group III pay for vouchers for sanatorium treatment and rehabilitation, depending on the income received.

This Decree also defines a list of persons who are provided with sanatorium treatment no more than once every two years.

Vouchers for sanatorium-and-spa treatment for non-working pensioners are acquired through competitions in accordance with the law within the funds provided for in the law on the republican budget for the next financial year, and are distributed in proportion to the number of those in need.

Thus, at the expense of the republican budget, 4,059 vouchers were purchased and issued for the rehabilitation of pensioners of the Ministry of Labor living in the Brest region in 2022, which is 13.3% of those in need of rehabilitation.

In the region, 8285 persons are registered with specialists who have an extraordinary and priority right to free sanatorium treatment at the expense of the republican budget, and in 2022 they sold 1285 vouchers and 206 vouchers for accompanying persons or 36.7% of the vouchers received for non-working citizens, the coverage of those in need in this category was 15% (2021 - 12%, 2020 -15.7%, 2019 - 18%).

2534 vouchers were issued to labor veterans and disabled persons of group III, and the coverage was 11.4% of those registered (2021 - 11.7%, 2020 - 7.9%, 2019 - 8.6%). A slight increase in recovery coverage in this category is associated with the implementation of a joint order of the Ministry of Health of the Republic of Belarus, the Ministry of Labor and the Republican Center for Health Improvement and Sanatorium-Resort Treatment of the Population on the extraordinary right to sanatorium-resort treatment for people who have had pneumonia associated with Covid-19 infection.

It should be noted that four specialized health resorts of the Ministry of Labor and Social Protection operate in the republic for sanatorium treatment and rehabilitation of veterans of war, labor and the disabled, two of which are located on the territory of the Brest region: "Belaya Vezha" (Kamenetsky district) and "Yaselda" (Pinsky district). Accordingly, preferential vouchers to these health resorts are distributed to all regions of the republic in accordance with the number of citizens registered as needy. Non-working pensioners and the disabled also receive preferential sanatorium treatment in other health resorts not only in the region, but also in the republic, where vouchers are purchased on the basis of a competition.

So, in 2023, about 3.5 thousand vouchers to 30 health resorts of the republic were purchased and distributed for non-working pensioners and disabled people of the Brest region, of which about 50% were vouchers to 6 health resorts located in the region. Taking into account those who are registered as needy (22 thousand unemployed, of which 5.5 thousand have an extraordinary and priority right), only 12.5% of the veterans of labor and disabled people of group III, that is, one in eight, will be able to use their right. And for this category of persons, in accordance with the priority, vouchers outside the region are more often offered, since nearby health resorts are in demand by persons with a priority right.

All proposed health resorts have passed the state certification to confirm the status of "sanatorium-resort organization". The list of medical services provided in them is approximately the same and is stipulated by the conditions of the ongoing tender for the purchase of services for sanatorium-and-spa treatment. Favorable natural factors and the landscape create here special conditions for recreation, treatment and prevention of exacerbations of various diseases.
