Holding a city conference “Results of the summer health campaign 2023 and goals for 2024”

On October 11, 2023, at the Energetik health camp of the Minsk Electric Networks branch of RUE Minskenergo, the now traditional annual city conference on the results of the 2023 summer health campaign was held with the participation of Deputy Chairman of the Minsk City Executive Committee Tsuran A.N.

The conference was organized by the Minsk City Administration of the Republican Center for Health Improvement and Sanatorium-Resort Treatment of the Population, the Education Committee of the Minsk City Executive Committee, the Minsk City Association of Trade Union Organizations, and RUE Minskenergo.

The conference was attended by: Chairman of the Minsk City Association of Trade Union Organizations Shchekovich A.V., heads of committees and departments of the Minsk City Executive Committee, deputy heads of district administrations of Minsk, heads of education departments of district administrations of Minsk, heads of departments of educational and ideological work, security childhood education departments of district administrations of Minsk, heads of enterprise-owners, heads of country health camps, representatives of interested institutions and services of the city.

The conference was opened by the Deputy Chairman of the Minsk City Executive Committee A.N. Tsuran. He noted that the health campaign took place at a high organizational level:

  — The health improvement of schoolchildren in 2023 was successful. We exceeded our plans: about 35% of the capital’s students underwent health improvement – that’s almost 75 thousand people. They rested both in country camps and in day camps: school, sports, and additional education centers.

Artem Nikolaevich also emphasized that over the past 3-4 years, our business entities have advanced in the development of the material and technical base. Funds are allocated from the city budget - both to prepare camps for the season and to compensate for the cost of vouchers. In 2023, about 15 million rubles were allocated for these needs. The plans include improving health throughout the academic year, primarily during the autumn, winter and spring holidays. That’s why we traditionally run camps, both in schools and in suburban formats – those that can provide year-round admission for children.

The head of the Minsk city administration of the Republican Center for Health Improvement and Sanatorium-Resort Treatment of the Population Nafranovich V.A. reported on the results of the summer health improvement of the capital’s schoolchildren in 2023 and the tasks for 2024.

According to the speaker, over 74 thousand children have improved their health this season, which amounted to 104.3% of the target. 747 camps operated.

The main focus in ensuring the summer health of children was placed on 31 health camps with round-the-clock stays, owned (economically managed, operationally managed) by organizations in Minsk, the planned capacity of which was 8,497 places per shift. At their base, 36,878 children were treated during the season, including 32,358 using subsidies.

In order to effectively use the existing capacities of country camps, their work in the summer was organized in the following modes: 10 camps worked in 5 shifts, 19 camps - in 4 shifts, 2 camps - in 3 shifts.

Valery Arkadyevich also noted that in order to increase the coverage of children with health benefits, changes were made to Resolution 662 of the Council of Ministers of the Republic of Belarus regarding the duration of shifts; they will be reduced to 15 days. Thus, in the upcoming summer season, almost all of our country camps will have to restructure their work to a 5-shift schedule, which will allow us to increase the total number of beds in country camps by almost 3.5 thousand without additional financial costs.

Day camps turned out to be no less popular among young Minsk residents. In total, 508 of them were opened at schools, gymnasiums, and additional education institutions. And more than 33 thousand children chose this way of spending their time.

Valery Nafranovich also emphasized that the priority in organizing children's recreation is still the improvement of the health of children in difficult life situations, including children with disabilities. These categories of children, in accordance with the decision of the Minsk City Council of Deputies dated November 16, 2016 No. 243 “On the establishment of social support measures for certain categories of citizens,” are allocated funds from the city budget to reduce the cost of vouchers and surcharge up to the full cost of vouchers to country health camps.

The measures taken made it possible to improve the health of 1,333 orphans and children under guardianship in camps with day and round-the-clock stays, which amounted to 100.7% of what was planned for the season. The vouchers were fully paid for from the city budget.

The practice of improving the health of disabled children who were sent to camps with daytime (based on correctional and developmental education centers) and round-the-clock stay together with teachers from boarding schools continued. A total of 1,112 disabled children were healed, which was 101.6% of the planned amount.

Including 118 disabled children with endocrinological and cardiological diseases, accompanied by one of their parents, underwent rehabilitation at the Raketa health complex of the republican unitary enterprise for air navigation services Belaeronavigatsiya. Accompaniment of specialized doctors was organized - an endocrinologist from the 2nd City Children's Clinical Hospital and a cardiologist from the 4th City Children's Clinical Hospital for the entire period of recovery of disabled children.

Additional payment up to the full cost of the voucher for children of this category and payment for the voucher to the accompanying parent was carried out at the expense of the Minsk city budget.

Children of state employees of municipal property organizations received additional payments from the city budget when purchasing vouchers to country camps in the amount of up to 148 rubles per voucher. 2,170 children benefited from this type of assistance during the season.

In order to prevent crime and prevent antisocial behavior of adolescents, using city budget and state funds, 978 children, registered in various types of registration and brought up in dysfunctional families, were sent to health camps with day and round-the-clock stay.

To meet the needs of children in various types of activities and for them to acquire useful skills, 151 work and recreation camps (detachments) with daytime and round-the-clock stays were organized, in which 1,874 teenagers were rehabilitated.

A special place in the system of moral and patriotic education of children and adolescents is occupied by their stay in military-patriotic camps.

Together with employees of military units, border outposts, educational institutions of the Ministry of Internal Affairs and the Ministry of Emergency Situations, the work of 89 military-patriotic camps was organized with day-time and round-the-clock stay for children, covering 2,160 children.

Traditionally, in every district of Minsk, defense-patriotic camps with daytime stays were opened at the bases of pre-conscription training centers for youth.

In total, in the summer of 2023, 28,563 children were sent to 737 camps (detachments) according to profiles, areas of activity with day-time and round-the-clock stays, of which 5,120 were aged 15-18 years.

To assist in preparing camps with round-the-clock stays for operation in the summer of 2023, funds have been allocated from consolidated sources in the amount of over 11 million rubles, including funds from the owners of health camps - over 6 million rubles, and funds from the budget of the city of Minsk – 2.0 million rubles, foreign gratuitous and sponsorship assistance – 2.7 million rubles, republican budget – 122.009 thousand rubles, funds of trade union organizations – 4.2 thousand rubles.

City budget funds for preparation for the summer season are distributed among the administrations of Minsk districts in proportion to the bed capacity of their health camps.

Speaking about what needs to be taken into account when preparing the children's health program for the next year, V. Nafranovitch noted that it is necessary to continue work on modernizing the material and technical base of the camps in Minsk, improving the surrounding areas, using the consolidated funds of the camp owners, the city budget, the state social insurance, trade unions and other public organizations. District administrations and owners of health camps should more actively attract sponsors’ funds and foreign gratuitous assistance for these purposes. Increase the efficiency of using funds allocated for camp preparation.

When organizing labor and recreation camps, together with the Labor and Employment Committee of the Minsk City Executive Committee, work out the issue of increasing the number of jobs provided for these purposes by organizations and enterprises of the city.

Intensify work on the civic-patriotic education of youth by organizing specialized military-patriotic camps in every district of the city, including at the bases of military units. Particular attention should be paid to attracting teenagers who are on various types of registration and living in dysfunctional families.

And what is important is to prevent the closure or repurposing of camps without proper justification and agreement with the Minsk City Executive Committee.

In the final part of the report, the head of the Minsk city administration of the Republican Center for Health Improvement and Sanatorium-Resort Treatment of the Population Nafranovich V.A. noted that children's health camps of enterprises and organizations in Minsk spent the past season at a high level, worked with dignity, thereby confirming their leading position among the health camps of our republic.

Chairman of the Education Committee of the Minsk City Executive Committee Andrey Valerievich Strigelsky spoke about the content of educational work and the implementation of specialized programs within the framework of the summer health campaign.

  The deputy chief physician of the Minsk City Center for Hygiene and Epidemiology, G.V. Getyuk, reported on problematic issues in organizing and conducting the 2023 summer health campaign in health camps in Minsk.

Pavel Sergeevich Gorudko, General Director of RUE Minskenergo, on whose balance sheet the Energetik camp is located, spoke about the role of enterprises in strengthening the material and technical base of the health camp.

Summing up the results of the city conference, Deputy Chairman of the Minsk City Executive Committee Tsuran A.N noted the following:

  — Today there were many valuable proposals received from the conference participants, all of them will be taken into account when preparing the next season. But today we can say that our main tasks in 2024 will be such areas as increasing the coverage of children with organized recreation, monitoring their safety and nutrition.

At the end of the conference, the winners of the city competition for the best health camp were awarded. Employees who made a significant contribution to the organization and conduct of the 2023 summer health campaign were awarded with thanks, certificates of honor and letters of gratitude from the Minsk City Executive Committee, the Minsk City Council of Deputies, the Minsk City Administration of the Republican Center for Health Improvement and Sanatorium-Resort Treatment of the Population and other city services and departments.
