Results of the work of the representative office of the Minsk City Administration of the Republican Center for Health Improvement and Sanatorium-Resort Treatment of the Population in 2023

On February 2, 2024, at the representative office of the Minsk City Administration of the Republican Center for Health Improvement and Sanatorium Treatment of the Population, the results of work for 2023 were summed up.

As of January 1, 2023, the representative office registered 7,170 commissions for health improvement and sanatorium-resort treatment created in organizations, and 45 student commissions.

During 2023, using funds from the budget of the state extra-budgetary social protection fund, sanatorium-resort treatment and rehabilitation of 11,706 working citizens of the city and their minor children are allocated.

In 2023, 5,186 children were sent to sanatorium treatment free of charge using vouchers purchased from all sources of funding, except for disabled children. Including 1,731 children who underwent sanatorium-resort treatment together with one of their parents.

In 2023, 3,455 vouchers to children's sanatoriums without an accompanying adult were sold. 4,071 trips are planned for 2024, which is 616 more than last year.

In general, in 2023, the provision of sanatorium-resort treatment and recovery at the expense of the fund’s budget in Minsk amounted to 12 recovered persons per 1000 workers, including 3.5 in children’s sanatoriums, 4.2 in sanatoriums for adults, 1 .6 – in the State Institution “Republican Center for Medical Rehabilitation and Balneotherapy”, 2.7 – in sanatoriums for adults and children.

Based on the reporting data provided by organizations at the place of work, 11,518 vouchers were issued to citizens and their minor children using funds from the budget of the state extra-budgetary fund for social protection of the population of the Republic of Belarus.

Currently, there is one student sanatorium-preventorium “Polytechnic” of the Belarusian National Technical University in Minsk. In 2023, 2,941 students were healed at this base. Another 16 students were treated in other sanatorium and resort organizations of the republic.

According to the Health Committee of the Minsk City Executive Committee, 3,442 disabled children need sanatorium-resort treatment, including 415 diagnosed with cerebral palsy.

As of January 1, 2023, 1,864 disabled children were registered with the representative office to receive a voucher. In 2023, in accordance with the plan communicated by the Republican Center for Health Improvement and Sanatorium-Resort Treatment of the Population, funds from the republican budget will be allocated free of charge for sanatorium-resort treatment 826 disabled children, which amounted to 103.1% of the 2022 level (801 children were made healthy in 2022), as well as 41 children diagnosed with cerebral palsy.

In addition to referrals to sanatorium-resort treatment, the health improvement of disabled children is organized annually in summer health camps as part of family shifts.

118 disabled children with endocrinological and cardiological diseases, accompanied by one of their parents, underwent rehabilitation at the Raketa health complex of the republican unitary enterprise for air navigation services Belaeronavigatsiya. Accompaniment of specialized doctors was organized - an endocrinologist from the 2nd City Children's Clinical Hospital and a cardiologist from the 4th City Children's Clinical Hospital for the entire period of recovery of disabled children.

Additional payment up to the full cost of the voucher for children of this category and payment for the voucher to the accompanying parent was carried out at the expense of the Minsk city budget.

As of January 1, 2023, the representative office registered persons in need of sanatorium-resort treatment as 43,943 unemployed citizens, including: 41,694 veterans and disabled people of the Ministry of Labor and Social Protection, 2,125 veterans and disabled people of law enforcement agencies, and 164 disabled people of I and Group II, injured as a result of the disaster at the Chernobyl nuclear power plant (of which 42 people needed sanatorium-resort treatment at the beginning of the year).

The representative office fully ensures the implementation of the right to receive extraordinary free vouchers for participants of the Great Patriotic War and war veterans, with the exception of those who refused the voucher for health reasons or other circumstances. In 2023, 52 war invalids and participants of the Great Patriotic War were sent for sanatorium-resort treatment, including 2 people who were provided with vouchers from the budget of the Union State of Belarus and Russia.

2,699 vouchers were allocated to non-working disabled people of groups I and II (2,486 in 2022), which amounted to 14.4% of those registered (18,713 registered).

4,242 people or about 18.5% of registered (22,906) unemployed labor veterans and group III disabled people are provided for. In total, 7,166 unemployed citizens were restored to health (6,328 in 2022), ensuring 113.2% growth.

21 unemployed disabled people of groups I and II who suffered from the Chernobyl disaster were sent for sanatorium-resort treatment. Almost 100% coverage of sanatorium-resort treatment for this category of citizens is ensured.

Non-working citizens who are pensioners of law enforcement agencies have been allocated 286 vouchers, of which 113 are for disabled people of groups I and II and 113 vouchers are for veterans of the Armed Forces and disabled people of group III.

In total, in 2023, 566 vouchers were allocated from the “power structures” budget. In addition to unemployed citizens, vouchers were allocated to military personnel and their minor children.

One of the most important areas of work of the representative office is the organization of mass recreation of schoolchildren during the holiday periods in camps of various types.

And here the role of the representative’s specialists is important in advising citizens and commissions of organizations on the issues of sending children to health camps using funds from the republican budget, participating in meetings of district administrations on summer health issues, accepting camps, and carrying out interdepartmental monitoring of their activities.

Total health improved in camps of various types in 2023 120,430 children, including in 24-hour camps 41,437 children.

In October, a city conference was held on the results of the summer health campaign, where the leadership of the Minsk City Executive Committee highly appreciated the activities of the representative office in matters of health improvement for children in Minsk.

Based on the results of the 2023 summer health campaign, the leadership of the Republican Center for Health Improvement and Sanatorium Treatment of the Population awarded the representative team a Certificate of Honor.

Taking into account the results, the work of the representative office was considered satisfactory.

Upon completion of summing up the results of the work, tasks were set for the specialists of the representative office for 2024, the implementation of which will help strengthen the health of the population, improve the quality of their life, and improve the demographic situation in the republic.
