On the results of the recovery of children in Minsk in the summer period of 2019

829 camps of various types carried out the rehabilitation of children in the capital, including:

20 stationary suburban camps owned (economic management, operational management) of enterprises and organizations in Minsk;

96 camps organized on leased bases of sanatorium, resort, health and other organizations of the republic,

217 round-the-clock camps lasting at least 9 days, including using tents,

496 daytime camps were opened at the bases of institutions of general secondary education, additional education for children and youth, specialized educational and sports institutions and secondary schools of the Olympic reserve.

During the summer season of 2019, 68,466 children were rehabilitated in various types of camps, which amounted to 99.7% of the plan for the season, including 40,667 children in camps with 24-hour stays and 27,799 children with day stays.

1,486 orphans and children under guardianship were rehabilitated in camps with day and round-the-clock stays, which amounted to 100.7% of the planned for the summer season.

The practice of improving the health of children with disabilities, who were sent to camps with day and round-the-clock stays together with teachers of boarding schools, continued. A total of 1,280 children from the category of children with disabilities were recovered, which amounted to 110.4% of the planned.

At the expense of the budget of the city of Minsk and state funds, during the four summer shifts in the Zvezdny recreation camp of the Belaeronavigatsiya GP, the rehabilitation of 70 disabled children with disabilities of the musculoskeletal system (wheelchairs) accompanied by one of the parents was organized.

A family wellness shift was organized and financed from the budget of the city of Minsk and the republican budget together with one of the parents for 72 children with disabilities with diabetes at the Sputnik health resort of Minskremstroy OJSC, where a comfortable stay, diet, laboratory monitoring of blood sugar and medical support of an endocrinologist.

In August 2019, on the basis of the City Children's Health Center for Medical Rehabilitation Praleska health institution, the health committee of the Minsk city executive committee, a group of 17 children with cardiological disabilities was rehabilitated, accompanied by their parents.

Children of state employees of municipal property organizations received surcharges from the city budget when acquiring permits to suburban camps in the amount of up to 105 rubles per trip. During the season, 1762 children benefited from this type of assistance.

In order to prevent delinquency and prevent asocial behavior of adolescents during the summer season, using city budget funds and state funds, 696 children are sent to health camps with day and round-the-clock stays, who are on various types of registration and are brought up in dysfunctional families.

To meet the needs of children in various types of activities and to acquire useful skills, 563 camps (squads) were organized in profiles, areas of activity with day and round-the-clock stays, in which 28,407 children rested, of which 7,642 were teenagers aged 15-18 years.

The leading positions in the mass deployment are traditionally held by specialized sports and health camps with day and round-the-clock stays organized by structural divisions of the Sports and Tourism Department of the Minsk City Executive Committee, in which 11184 pupils were sanitized with a plan of 11617, including 1426 teenagers aged 15-18 years old person.

Massively organized tourist and local lore camps around the clock, in which 5811 children rested and acquired useful skills. They functioned, as a rule, in a 9-day regime, with the use of tents, accommodation was carried out both on the basis of stationary health camps, and in a mobile mode.

Together with employees of military units, border outposts, educational institutions of the Ministry of Internal Affairs and the Ministry of Emergencies, the work of 19 military-patriotic camps was organized with daily and round-the-clock stay of children covering more than 560 children.

The Education Department of the Pervomaisky District of Minsk organized the work of the recreation camp of the military-patriotic profile “Valor” on the basis of military unit 3214 in the amount of 25 people.

In addition, in June 2019, military sports camps for 89 students of the Minsk City Cadet School No. 2 of the Pervomaisky District of Minsk were deployed on the basis of military units 1463 (Dzerzhinsk) and 1259 (Smorgon).

In every district of Minsk, military-patriotic camps with daytime stays open at the bases of youth pre-conscription training centers together with military units.

So, on the basis of the Zavodsky District Pre-draft Training Center in Minsk, together with military unit 35703, a military-patriotic camp for 18 people was organized. On the basis of secondary school No. 143, together with Zavodsky ROCHS, a special unit of the Ministry of Emergencies was organized for 20 students. Pupils of the camp went on excursions in the divisions of Zavodskoy ROCHS, where they got acquainted with the capabilities of fire-rescue equipment and special equipment.

Traditionally, on the basis of the Rostok Center for Rehabilitation of Disabled and Disabled Children of the Committee on Labor and Employment of the Minsk City Executive Committee, the work of the 2 Patriot camp was organized and financed from the city budget and state social insurance funds for adolescents requiring special social and educational attention and working in centers pre-conscription training of the capital A 9-day camp for 184 children was organized at the base of the center during the season.

To ensure the recreation and employment of children, 90 camps (detachments) of labor and recreation were organized with daily and round-the-clock stay of children, covering 1247 children aged 14-18 years.

Jobs were provided mainly by educational institutions, where children were hired by janitors, cleaners and cleaned, landscaped and landscaped schools, repaired and bound books and textbooks in the library. The average salary of children for the hours worked during the shift was 152 rubles.

On the basis of the camps with a round-the-clock stay of Lesnoy TPKUP Khladokombinat No. 2 and Mechta of Minsk Bread Products Plant, service detachments were organized for 36 teenagers who performed cleaning of office premises. The average salary of children was 160 rubles.

Particular attention in the health camps, as in previous years, is given to rational, balanced, high-quality nutrition of children, the organization of which in health camps was carried out by the State Institution “Main Directorate of the Consumer Market of the Minsk City Executive Committee”.

The task of organizing high-quality nutrition for children in the camps is ensured by means of strict internal departmental control over compliance with the standards for food bookmarking and food preparation technology, constant laboratory food control by state sanitary inspection bodies.

In April of the current year, the Committee on Education of the Minsk City Executive Committee agreed on candidates for the positions of senior educators in the country’s health camps with the protection of educational plans.

A set of training measures has been implemented: seminars, workshops, training courses for retraining and retraining of employees and managers of health camps, instructive and methodological meetings with all categories of employees of health camps.

In preparing the 2019 summer health campaign, specific measures were taken to ensure the creation of safe conditions for children to stay in organized children's groups. The central requirement for the leaders of the health camps is strict observance of measures for the safe stay of children in places of recreation and recreation, protection of their life and health.

In the suburban health camps, surveys of the technical condition of buildings, structures, utilities, outdoor play and sports equipment were conducted with the preparation of relevant acts.

Using the data banks created in each district about pedagogical, medical and catering workers, the states of all health camps in Minsk were staffed during the season.

Each camp is assigned to employees of the territorial departments of internal affairs, which helps to ensure public order in their territories.

The Minsk City Executive Committee approved a schedule for monitoring the work of sanatorium-resort and health-improving organizations for 2019, during which working groups examined health camps in order to familiarize themselves with their work and provide methodological and advisory assistance.

There were no significant violations in the organization of health improvement, nutrition, and compliance with the sanitary and epidemiological regime. Emergencies affecting the sanitary and epidemiological well-being were not recorded.
