On the main results of the work of the representative office of the Minsk City Administration of the Republican Center for Health Improvement and Sanatorium-and-Resort Treatment of the Population in 2019

On February 7, 2020, on the basis of the Praleska sanatorium of Amkodor-Belvar OJSC, the results of the work of the representative office of the Minsk City Administration of the Republican Center for Health Improvement and Sanatorium-and-Resort Treatment of the Population (hereinafter referred to as the Representative Office) for 2019 were summed up.
Representatives of the Republican Center for Health Improvement and Sanatorium-and-Resort Treatment of the Population, interested committees, departments and services of the city of Minsk, and sanatorium-resort organizations of the republic were invited to the meeting. The report at the meeting was made by the head of the representative office Nafranovich Valery.
During 2019, with the use of state social insurance funds, 14,358 working citizens of the city and their minor children were sent to sanatorium-resort treatment and rehabilitation.
The priority direction of state policy in the field of sanatorium-resort treatment and rehabilitation of the population is the recovery of children. In 2019, at the expense of the state social insurance funds and the republican budget, 6826 children were sent free of charge for sanatorium treatment, which amounted to 41.3% of the number of those in need.
In 2019, the provision of sanatorium-resort treatment and rehabilitation in Minsk amounted to 14.5 health centers per 1,000 employees, including 4.9 in children's sanatoriums, 4.6 in sanatoriums for adults, 2.0 in GU “ Republican Center for Medical Rehabilitation and Balneotherapy "3.0 - in adult and child sanatoriums.
Based on the reporting data on the place of work submitted by organizations, 13,907 permits were issued to citizens and their minor children using state social insurance funds. Wherein:
4.7% of permits (6207) of the total number received were issued free of charge to children in children's sanatoriums;
10.3% of vouchers (1436) were paid in the amount of 15% of their full cost by parents traveling together with children for spa treatment in the sanatorium (department) of an adult with a child (the average surcharge was 147 rubles);
45.0% of vouchers (6264) were realized with partial payment, on average, the additional payment for a voucher amounted to 189.4 rubles, including vouchers for a hydropathic institution.
At present, there are 2 student sanatoriums operating in the city of Minsk: the Belarusian State Medical University and the Polytechnic Institute of the Belarusian National Technical University.
In 2019, on the basis of the student sanatorium of the Belarusian State Medical University with a full-time stay, 1,125 students (with a plan of 1125) were treated for cheaper trips. 1640 students were sent to undergo treatment at a student sanatorium with a round-the-clock stay at the Polytechnic on tours purchased by the Center. In addition, 18 permits were issued to students by health improvement commissions in other sanatorium organizations of the republic. In total, over the year, 2783 students improved their health.
According to the Health Committee of the Minsk City Executive Committee in Minsk, 2566 disabled children need health resort treatment. As of 01.01.2020, 1768 disabled children or 68.9% of those in need are registered with the representative office for a ticket.
In 2019, in accordance with the plan brought by the Center, 786 disabled children, including 2 disabled children with a causal relationship with the Chernobyl disaster, were allocated free of charge from the republican budget for sanatorium-resort treatment. Another 2 disabled children were sent to spa treatment at the expense of state social insurance funds.
The total number of people treated was 788 - 30.7% of the number of children with disabilities in Minsk, or 44.5% of the number of applicants who needed a sanatorium-resort treatment.
The representative office has 153 children diagnosed with diabetes. In the reporting year, the mission allocated 117 tickets to the Belorusochka sanatorium to provide children with disabilities.
In addition to referring to spa treatment, the rehabilitation of children with disabilities is organized annually in summer health camps as part of family shifts.
At the expense of the budget of the city of Minsk and the republican budget, 159 disabled children with various pathologies (diseases of the musculoskeletal system, diabetes mellitus, cardiopathology) underwent rehabilitation accompanied by one of their parents at the bases adapted for these purposes: in Zvezdny health camp SE "Belaeronavigatsiya" (70 children), health resort "Sputnik" OJSC "Minskremstroy" (72 children).
UZ "City Children's Center for Medical Rehabilitation" Praleska "of the Health Committee of the Minsk City Executive Committee (Rakov town) accepted 17 children for rehabilitation together with one of their parents.
As of 01.01.2020, the representative office of persons in need of sanatorium-resort treatment includes 57 906 non-working citizens, including 55 286 veterans and disabled people of the Ministry of Labor and Social Protection, 2,338 veterans and disabled power structures and 119 disabled people I and II groups affected by the Chernobyl disaster.
The mission has fully ensured the exercise of the right to extraordinary free of charge vouchers for invalids and participants in the Great Patriotic War, with the exception of those who refused the voucher for health reasons or other circumstances.
Representatives of the representative office carry out individual work with each war veteran with each of the citizens of this category, while sending them to a sanatorium-resort institution, wishes for the dates of arrival and specific health resorts are taken into account.
In 2019, 146 people with disabilities and participants in the Great Patriotic War and 28 veterans of the Great Patriotic War were sent for sanatorium-resort treatment, including 13 people provided with trips from the budget of the Union State of Belarus and Russia.
3663 permits were allocated to disabled persons of group I and II, who are entitled to priority free provision of permits, which amounted to 15.8% of the number of registered citizens.
In total, 639 permits were allocated under the budget for “power structures” in 2019. In addition to unemployed citizens, vouchers were allocated to military personnel and their minor children.
45 non-working disabled people of I and II groups who suffered from the Chernobyl disaster were sent for sanatorium-resort treatment. Almost 100% coverage by sanatorium-resort treatment of this category is ensured, taking into account the frequency of voucher allocation once every 2 years, which is the maximum possible in accordance with the Decree.
One of the most important areas of the representative office is the organization of mass rehabilitation of schoolchildren during the vacation periods in various types of camps.
In October 2019, the city conference was held for the ninth time following the results of the summer health campaign, and for the seventh time it was of an away nature.
