About the readiness of the Minsk camps for the start of the 2020 health season

In order to ensure the organization of children's health in Minsk, it is planned to work 478 camps with day and round-the-clock stay of children, including: 21 stationary recreation camps, 66 camps organized at leased bases of sanatorium-resort, recreation and other organizations of the republic, 120 round-the-clock camps lasting at least 9 days, including using tents, 271 camps with day stays, organized on the basis of institutions of general secondary education, additional education for children and youth, specialized educational and sports institutions and secondary schools of the Olympic reserve.
During the summer season of 2020, with the use of state funds to reduce the cost of vouchers, it is planned to rehabilitate 37,779 children in camps of various types, including 29,800 children in camps with round-the-clock stays.
In accordance with the decision of the Minsk City Executive Committee dated 09.04.2020 No. 1070 "On the organization of children's health in the summer of 2020", the summer rehabilitation of schoolchildren in 2020 will be provided by 21 stationary health camps and 10 health organizations owned by enterprises and organizations in Minsk.
The work of out-of-town health camps with round-the-clock stay in accordance with the order of the Republican Center for Health Improvement and Sanatorium-and-Resort Treatment of the Population dated 05.15.2020 No. 23-o "On the Organization of Children's Health Improvement during the Summer Vacations of 2020" will be organized from June 15 at 3-4 shifts. Duration of shifts will be from 18 to 21 days. The preparation of suburban health camps for the summer season is carried out in accordance with the recommendations of the sanitary and fire supervision authorities on the implementation of the requirements for the arrangement of recreation areas for children.
Scheduled work is underway on overhaul and maintenance of residential and administrative buildings, landscaping, equipping sports grounds, replacing obsolete process and refrigeration equipment.
This year, funds were allocated from consolidated sources, including from the city budget - 1.5 million rubles, funds from the owners of recreation camps - at least 3.9 million to help prepare camps with a 24-hour stay in summer. rubles, of the republican budget - 116.42 thousand rubles.
In addition, the decision of the Minsk City Executive Committee is being prepared on the direction to prepare and strengthen the material and technical base of the Minsk recreation camps in Minsk on the republican community work day on April 23, 2020. According to operational information, it is planned to allocate about 1 million rubles for these purposes. In total, more than 6.5 million rubles are planned to be spent on repair work in the suburban camps of Minsk.
The commissions of the administrations of the districts of the city of Minsk for the acceptance and monitoring of the work of health camps, including specialists from interested services, on the eve of the summer health campaign in all suburban health camps of the city conducted a survey of the technical condition of buildings, structures, utilities, outdoor play and sports equipment with the preparation of relevant acts. 
In order to ensure maximum coverage of recreational activities for children who need additional measures of social support, the decision of the Minsk City Council of Deputies dated November 16, 2016 No. 243 "On the establishment of measures of social support for certain categories of citizens" provides for the allocation of funds from the city budget to reduce the cost (additional payment to the full cost) vouchers to health camps with round-the-clock stay for children of the above categories.
In the summer period of 2020, it is planned to rehabilitate 1,600 orphans and children without parental care, and 1,358 disabled children, including 168 disabled children accompanied by one of the parents for medical reasons. In order to prevent juvenile delinquency, during the summer season in the military-patriotic camps at the bases of military units, border outposts, educational institutions of the Ministry of Internal Affairs and the Ministry of Emergencies, rehabilitation of children who come into conflict with the law and raised in dysfunctional families will be organized at the expense of the city budget.
It is also planned to reduce the cost of trips to round-the-clock camps for 2200 children of employees of budgetary organizations of municipal property at the rate of up to 115 rubles per ticket. For the fullest coverage of the rehabilitation of children, it is planned to organize camps (squads) in profiles, areas of activity: sports, tourism, military-patriotic, where more than 3,500 adolescents from 15 to 18 years old will be sent.
The leading positions in the mass deployment, as in previous years, will be occupied by specialized sports and health camps with day and round-the-clock stays, in which more than 6 thousand children are planned to be rehabilitated. A significant place in the organization of sports camps is given to the management of sports and tourism of the Minsk City Executive Committee, as well as to the teaching staff of specialized educational and sports institutions and secondary schools - schools of the Olympic reserve, providing students with the continuation of the training process in the summer.
In addition, work is planned to ensure the employment of children.
65 labor and leisure camps with day and round-the-clock stay of children, organized at the bases of institutions of general secondary education, additional education of children and youth, covering more than 1,100 children aged 14-18 years old during the summer season.
The Minsk City Executive Committee agreed on a list of host organizations, facilities, types of work and the number of jobs for children sent to labor and recreation camps.
The main opportunities are used by educational institutions, where children will be involved in cleaning, landscaping and landscaping schools, repairing school furniture, sports and household equipment, binding and sorting books, making soft toys and souvenirs, etc. At the stage of preparation for the summer health campaign, to provide the health camps with qualified personnel, the territorial bodies of the education, health and trade departments created data banks on pedagogical, medical and catering staff sent to work in health camps.
Particular attention is paid to catering, systematic monitoring of the operation of food units, compliance with sanitary norms and rules, the organization of protection of health camps and ensuring access control.
In order to ensure the maintenance of public order in the locations of suburban health camps, the safety of children staying in them, timely response to the operational situation, and the prevention of offenses, employees of territorial departments of internal affairs are assigned to each camp. Health camps with daytime stays will be organized at the bases of institutions of general secondary education, additional education of children and youth, specialized educational and sports institutions and secondary schools of the Olympic reserve from June 1.
