Measures of social support for children in Minsk when sent to health camps in the summer of 2021

The main priorities of the health campaign in 2021 were: preserving and strengthening the health of children, creating safe conditions for stay; availability of health services in health camps for all categories of the population; social protection and support of the most vulnerable categories of children from low-income, large families, children in a socially dangerous situation, orphans, children with disabilities, children in various types of registration.
In order to ensure the maximum coverage of recreational activities for children in need of additional measures of social support, by the decision of the Minsk City Council of Deputies dated November 16, 2016 No. 243 "On the establishment of measures of social support for certain categories of citizens" provides for the allocation of funds from the budget of Minsk to reduce the cost of purchasing vouchers to health camps with round-the-clock stay for these categories of children.
In addition, to ensure the availability of children's recreation for the general population with different income levels in Minsk, work has been done to control the pricing of vouchers to health camps with round-the-clock stay of children.
During the summer period, 1,550 orphans and children under guardianship were rehabilitated in camps with a day and round-the-clock stay.
In addition, in the suburban health camp "Yubileiny" UE "Minskzelenstroy" conditions have been created for the annual summer recovery of orphans of preschool age: sleeping rooms, playrooms, a dining room are equipped with furniture corresponding to this age group, plumbing equipment. Outbuildings have been installed.
Recuperation of disabled children in day camps is organized in Minsk on the basis of correctional and developmental education centers.
For health improvement in a round-the-clock mode of disabled children with special psychophysical development, brought up in boarding houses, the recreation center "Podorozhnik" of the Housing Department of the KUP "UDMSiB of the Minsk City Executive Committee" was mainly used. Next to the wards in the camp there were educators and teachers of these institutions.
The camp program was adapted for this category of children, and included games, sports competitions, discos, excursions, and concerts.
Traditionally, during the summer period of 2021, rehabilitation of 100 disabled children with diabetes mellitus and cardiopathology was organized, accompanied by one of the parents, at the Isloch sanatorium of the National Academy of Sciences of Belarus. In the sanatorium, children with disabilities who are on recovery were provided with a comfortable stay, diet food and constant medical support. Vouchers for disabled children and their accompanying persons were fully paid for from the budget of the city of Minsk and the republican budget.
In total, 953 disabled children were rehabilitated during the season.
Children of employees of budgetary organizations of communal property received additional payments from the city budget when purchasing vouchers to country camps in the amount of up to 120 rubles per voucher. This type of assistance was used by 1,662 children.
With the aim of preventing offenses and preventing asocial behavior of adolescents, using the city budget and state funds, 734 adolescents were sent to health camps with a day and round-the-clock stay, who are on various types of records and brought up in dysfunctional families. Vouchers to camps with round-the-clock stay were allocated to this category of children free of charge, surcharges up to the full cost of the voucher were made at the expense of the city budget.
Additional payments for the purchase of vouchers to camps with round-the-clock stay were also allocated to children from large families in which 5 or more minor children are dependent.
