On April 6, 2023, the decision of the Minsk City Executive Committee No. 1235 "On the organization of children's health improvement in the summer period of 2023" was adopted. The decision approved the Action Plan for organizing the rehabilitation of children in Minsk in the summer of 2023; regulations on the procedure for organizing the rehabilitation of children in health, sports and health camps; a list of host organizations, facilities, types of work and the number of jobs for children in Minsk sent to labor and recreation camps in the summer of 2023.

The decision also approved the composition of the city headquarters for organizing the rehabilitation of children in the summer of 2023, which coordinates the activities of interested departments, committees of the Minsk City Executive Committee, organizations of Minsk that own (economic management, operational management) health camps or organize them at their bases, according to organization of health improvement of children in Minsk.

The plan for the rehabilitation of children in Minsk using the funds of the republican budget to reduce the cost of vouchers in camps with round-the-clock and daytime stay of children in the summer of 2023 was brought to the organizations that maintain or organize these camps.

The plan for the rehabilitation of disabled children, orphans and children left without parental care using funds from the republican budget to reduce the cost of vouchers in camps with round-the-clock and daytime stay of children in the summer of 2023 was brought to the Health Committee of the Minsk City Executive Committee, administrations of districts of Minsk and the Main Department of Sports and Tourism of the Minsk City Executive Committee.

In accordance with paragraph 14 of Decree No. 662, the decision of the Minsk City Council of Deputies dated November 16, 2016 No. 243 “On the establishment of measures of social support for certain categories of citizens”, the budget of Minsk for 2023 provides funds to reduce the cost of trips to camps with round-the-clock a stay of at least 18 days for children of employees of budgetary organizations whose property is owned by the city of Minsk, structural subdivisions of the Minsk City Executive Committee, administrations of districts of Minsk. The amount of the reduction in the cost of vouchers to camps with round-the-clock stay of children for at least 18 days will be at the rate of up to 148.0 rubles (inclusive) per voucher.

In the summer of 2023, it is planned to send to camps of various types on vouchers, cheaper at the expense of public funds, 71,430 children in Minsk.

In total, more than 670 camps of various types will operate during the summer period. The main stake in providing summer recreation for children will be placed on 30 country health camps, which are on the balance sheet of enterprises and organizations in Minsk.

More than half of the children 54.5% or 38817 children will be rehabilitated in camps with round-the-clock stay, of which 32314 children will be in country health camps, and 4678 children will be rehabilitated in 9-day specialized camps. 32613 children will be rehabilitated in day camps.

In addition to 30 out-of-town health camps in Minsk with a round-the-clock stay, more than 435 day-time camps will operate, organized on the basis of general education, sports schools and out-of-school institutions of the city, 136 specialized 9-day camps and 80 specialized 18-day camps, organized on rented bases of sanatoriums , health-improving organizations of the republic, sports and tourist bases.

The measures taken make it possible to maintain the number of country camps and the number of beds in them at the level of previous years. Their work will be organized in the following modes: 10 camps - in 5 shifts, 18 camps - in 4 shifts, 2 camps - in 3 shifts ("Brigantina" BSU in the fourth shift accepts university staff with children, named after N. Gastello - 3 shifts of 21 days).

For the most complete coverage of children's health improvement in the summer of 2023, it is planned to send more than 26,000 children to health camps according to profiles, areas of activity: sports, tourism, military-patriotic, incl. more than 7 thousand teenagers aged 15 to 18 years.

The leading positions, as in previous years, will be occupied by specialized sports and recreation camps with daytime and round-the-clock stays, in which more than 12,286 children are planned to improve their health.
In addition, to ensure the employment of children, it is planned to operate more than 80 labor and recreation camps with daytime and round-the-clock stay of children, organized on the basis of institutions of general secondary education, additional education for children and youth, and country health camps, covering 1,586 children aged 14-18 years. summer season.

The priority direction in the organization of children's recreation is still the improvement of children in difficult life situations, including children with disabilities. For these categories of children, in accordance with the decision of the Minsk City Council of Deputies dated November 16, 2016 No. 243 “On the establishment of social support measures for certain categories of citizens”, funds are allocated from the city budget to reduce the cost of vouchers and pay up to their full cost to out-of-town health camps.

During the summer period, it is planned to improve the health of 1,324 orphans and children under guardianship, and 1,094 disabled children for medical reasons, including 115 disabled children accompanied by one of their parents.
Rehabilitation at the expense of the budget of the city of Minsk of disabled children with diabetes and cardiopathology, accompanied by their parents, is becoming traditional. In 2023, an agreement was reached on the rehabilitation of 93 disabled children with diabetes mellitus and 22 children with cardiological disabilities, accompanied by their parents, at the Raketa health complex of Belaeronavigatsiya State Enterprise.

26 orphans of preschool age during the season will be sent to the health camp "Yubileiny" UE "Minskzelenstroy" at the expense of the city budget.
In order to prevent juvenile delinquency, during the summer season in military-patriotic camps at the bases of military units, border outposts, educational institutions of the Ministry of Internal Affairs and the Ministry of Emergency Situations, rehabilitation of children who have come into conflict with the law and who are brought up in dysfunctional families will be organized.

For the tenth year in a row, of which in the last two years on the basis of the country camp "Polytechnic" BNTU, the work of the inter-district 9-day specialized camp "Patriot" for 144 adolescents requiring special social pedagogical attention.
It is also planned to reduce the cost of vouchers to round-the-clock camps for 2095 children of employees of budgetary organizations of communal property at the expense of the city budget at the rate of up to 148 rubles (inclusive) per voucher.

The preparation of out-of-town health camps for the summer season is carried out in accordance with the recommendations of the sanitary and fire supervision authorities to meet the requirements for the arrangement of places for children's recreation, to ensure the implementation of sanitary and anti-epidemic measures.

Planned work is being carried out on capital and current repairs of residential and administrative buildings, landscaping, equipping sports grounds, replacing outdated technological and refrigeration equipment. The owners of the camps plan to allocate at least 4.5 million rubles this year to carry out these works.

Every year, funds are allocated from the city budget and the republican budget to assist in preparing the camps for work in the summer. In the current year, the amount of funds amounted to 2.0 million rubles and 122,009 rubles, respectively. The funds were distributed in accordance with the decision of the Minsk City Executive Committee dated January 19, 2023 No. 126 between the district administrations in proportion to the planned number of beds in country camps.
