Republican meeting on the results of the system of sanatorium treatment and public health improvement in 2023 and tasks for 2024

On February 15, 2024, a republican meeting was held on the basis of the open joint-stock company “Sanatorium “Ruzhansky””, at which the results of the work of the system of sanatorium-resort treatment and population health improvement in 2023 were highlighted and tasks were set for 2024.

The meeting was attended by Director of the Republican Center for Health Improvement and Sanatorium-Resort Treatment of the Population Gennady Nikolaevich Bolbatovsky, Deputy Chairman of the Brest Regional Executive Committee Vadim Vasilievich Kravchuk, Deputy Chairman of the Pruzhany District Executive Committee Ruslan Vasilievich Suprinovich, representatives of other government bodies and organizations, owners of the facilities of the medical and health complex of the Republic Belarus, others interested.

Based on the results of the meeting participants’ familiarization with the activities and material and technical base of the Ruzhansky Sanatorium, a plenary meeting was held at its base, at which the director of the Republican Center for Health Improvement and Sanatorium-Resort Treatment of the Population, Henadzi Mikolaevich Balbatouski , made a keynote speech.

As part of his report, Bolbatovsky H.M. noted that in 2023, the system of sanatorium-resort treatment and health improvement of the population worked in the mode of sanitary and epidemiological well-being. Which, together with ensuring the high quality of medical and health services provided, the development and improvement of the material and technical base and the positive conditions of the tourism market, allowed the health resorts to solve all current problems and once again achieve high performance indicators.

Currently, the network of sanatorium-resort and health-improving organizations in the republic includes 287 facilities with a total bed capacity of more than 60 thousand beds. Including: 100 sanatorium and resort organizations for 27,9 thousand places and 187 health organizations for 32,2 thousand places.

With an average annual occupancy rate of about 80 percent, the material and technical base of health resorts makes it possible to annually provide medical and health services to more than 1,4 million thousand people. Significant amounts of funding are allocated for its development, thanks to which the competitiveness of Belarusian health resort services is maintained and strengthened in the domestic and foreign tourism markets.

The growth in funding allocated to the development of the infrastructure of sanatorium-resort treatment and population health indicates its intensive development. In 2023, health resorts used 159 million rubles for construction, repairs, purchase of medical and technological equipment, inventory, as well as for creating an accessible environment for persons with disabilities and other categories of physically impaired persons, which is 1.6 times more than in the year earlier (in 2022 – 98 million rubles).

The sanatoriums of the Administration of the President of the Republic of Belarus realized their investment potential in the best way: sanatorium “Yunost” (17,1 million rubles), sanatorium “Priozerny” (6,2 million rubles), sanatorium “Sosny” (5,7 million rubles), as well as the Solnechny Bereg sanatorium (7,3 million rubles).

In the medical and health complex, the staffing level is about 95 percent, including more than 90 percent with medical workers.

In the first year of the coronavirus pandemic, we maintained the material and technical base and human resources of the medical and health complex, in 2021 we ensured a recovery in the main indicators of its activities, and in 2022-2023 we managed not only to reach pre-epidemic performance indicators but also significantly exceed them. So in 2023:

the average occupancy rate of the medical and health complex was 84.1 percent, which is 4 percentage points higher than in 2022 (80 percent) and reached the level of the most successful pre-epidemic year for this indicator in 2019;

More than 1 million 485 thousand people underwent sanatorium-resort treatment and rehabilitation, which is 4 percent more than in 2022 (1,426 million people) and almost 7 percent more than in 2019 (1,389 million people);

total revenue from the sale of medical and health services amounted to more than 1 billion 79 million rubles, which is 23 percent higher than in 2022 (877 million rubles) and 1.6 times higher than in 2019 (666 million rubles);

revenue from the sale of additional paid services amounted to 220 million rubles, which is 25 percent higher than in 2022 (176.6 million rubles) and 1.9 times higher than in 2019 (116 million rubles);

revenue from the sale of additional paid medical services amounted to 85 million 500 thousand rubles, which is 22 percent higher than in 2022 (70 million rubles), and 1.9 times higher than in 2019 (45 million rubles ).

Also, the development of the market for sanatorium and health services is characterized by the following indicators:

690 thousand people underwent sanatorium-resort treatment and rehabilitation without the use of budget funding, which is 4 percent more than in 2022 (661 thousand people) and 16 percent higher than in 2019 (594.8 thousand people);

total revenue from the sale of services to these persons amounted to 812 million rubles, which is 24 percent higher than in 2022 (656.2 million rubles), and 1.8 times higher than in 2019 (460.1 million rubles).

The growth in the volume of medical and health services independently provided by health resorts to citizens (without the use of budget funding) was achieved thanks to the active implementation of marketing and advertising activities in the external and domestic tourism markets, ensuring the high quality of medical and health services provided, as well as the development of interaction between health resorts and tourism entities .

Services exports also increased significantly in 2023.

217 thousand 500 foreign citizens underwent sanatorium-resort treatment and rehabilitation in health resorts of the Republic of Belarus, which is 15.5 percent more than in 2022 (188 thousand people), but 10 percent less than in 2019, a record year for this indicator. year (242.8 thousand people).

However, revenue from the export of Belarusian medical and health services amounted to 311 million rubles, which is 27 percent higher than in 2022 (245.2 million rubles), and 44 percent higher than in 2019 (215.6 million). rubles).

The largest volume of revenue from the export of services per one bed in 2023 was achieved by sanatorium-resort and health organizations of the Grodno region (12 thousand 700 rubles) and the Minsk region (11,5 thousand rubles), the smallest - by health resorts of the Mogilev region (3,4 thousand rubles) and Minsk (2 thousand rubles).

These indicators indicate not only the complete restoration of the system of sanatorium-resort treatment and the recovery of the population from the negative impact of the coronavirus pandemic, but also the steady growth of the main financial and economic indicators of the health-improving complex.

The best results were achieved by sanatorium and resort organizations in the Minsk and Vitebsk regions, which scored the highest overall score when assessing the main performance indicators of health resorts in the Republic of Belarus.

The stable operation of the medical and health complex is largely ensured by citizens exercising their right to sanatorium treatment and health improvement on preferential terms.

In 2023, all social projects and activities of state programs for sanatorium-resort treatment and public health improvement were completed in full. More than 267 million rubles of budget funds were used for these purposes.

More than 795 thousand people were provided with free or reduced-price trips, which is 30 thousand more than in 2022 (765 thousand people).

However, when organizing sanatorium-resort treatment and improving the health of the population, the state pays the greatest attention to minor children. More than 70 percent of the total funding allocated to the Center is annually used to purchase and reduce the cost of vouchers for them.

In 2023, medical and health services covered all children who wanted and needed them – more than 718 thousand people, or about half of the total child population of the Republic of Belarus. 193 million 221 thousand rubles of budget funds were used to organize their sanatorium treatment and recovery.

Minor children who do not need sanatorium-resort treatment are sent for rehabilitation. Most of them improve their health during the summer holidays, so the state and the Center pay special attention to organizing and conducting children's summer health campaigns.

In the summer of 2023, 388 thousand 700 children were treated in health, sports and recreation camps of all types, which is 14 thousand more than a year earlier (375 thousand children).

In 2024, about 795 thousand citizens, including more than 718 thousand children, including 85 thousand children who suffered from the consequences of the Chernobyl nuclear power plant disaster (together with accompanying persons), and about 8.5 thousand disabled children.

About 400 thousand children will be provided with organized summer recreation and health improvement in health, sports and recreation camps.

The director of the Republican Center for Health Improvement and Sanatorium-Resort Treatment of the Population also outlined the main tasks for 2024.

The head of the representative office of the Minsk Regional Department of the Republican Center for Health Improvement and Sanatorium Treatment of the Population, Yauseyeva Iryna Alekseeuna , and the General Director of the Ruzhansky Sanatorium, Vladimir Ivanovich Karpechkin, also made presentations at the meeting. As part of their reports, they informed the meeting participants about the results of work on organizing sanatorium treatment and improving the health of the population in 2023, achieved in the Minsk region and about improving the activities of the Ruzhansky Sanatorium, developing the export of medical and health services and its infrastructure over the past 5 years, respectively.

For high performance in the work on health improvement and sanatorium-resort treatment of the population in 2023, the following were awarded a Certificate of Honor from the representative office of the Republican Center for Health Improvement and Sanatorium-Resort Treatment of the Population:

Brest regional department of the Center - 2nd place;
Minsk City Administration of the Center - 3rd place.
