Results of the work of the representative office of the Minsk City Department of the Republican Center for Health Improvement and Sanatorium-Resort Treatment of the Population in 2024

The results of the work of the representative office of the Minsk City Administration of the Republican Center for Health Improvement and Sanatorium-Resort Treatment of the Population in 2024 were summed up on the basis of the Praleska sanatorium of the open joint-stock company Amkador-Belvar.

The specialists of the representative office were given the opportunity to get acquainted with the activities of the health resort, its medical facilities, living conditions, food, and leisure activities of vacationers.

The director of the Praleska sanatorium, Ivan Romanovich, told the meeting participants about what has been done in the sanatorium in recent years and about the prospects for its development.

The head of the representative office, Valery Nafranovich, made a report on the results of the work of the representative office of the Minsk City Administration of the Republican Center for Health Improvement and Sanatorium-Resort Treatment of the Population in 2024.

During the report, Valery Nafranovich noted that in 2024, the representative office fulfilled the indicators for health improvement and health resort treatment of the population of the city of Minsk, as reported by the Republican Center for Health Improvement and Spa Treatment of the Population.

Using the budget of the state extra-budgetary fund for social protection of the Republic of Belarus and the republican budget, 12,223 working citizens of the city and their minor children were allocated for health resort treatment and health improvement, which amounted to 104.4% of 2023.

The priority direction of the state policy in the field of health resort treatment and health improvement of the population is the health improvement of children. In 2024, 5,904 children were sent to health resort treatment free of charge using vouchers purchased from all sources of funding, except for disabled children, which amounted to 113.8% of 2023.

In 2024, in accordance with the plan, 894 disabled children were sent for free spa treatment at the expense of the republican budget, which amounted to 108.2% of the 2023 level.

135 children with diabetes and cardiopathology underwent health improvement accompanied by one of their parents in a health camp organized on the basis of the Solnyshko sanatorium of Belagrozdravnitsa OJSC. Support from specialized endocrinologists of the 2nd City Children's Clinical Hospital was organized for the entire period of health improvement of disabled children. The surcharge up to the full cost of the voucher for children of this category and payment for the voucher for the accompanying parent was carried out at the expense of the Minsk city budget.

The representative office fully ensured the implementation of the right to out-of-turn free vouchers for participants in the Great Patriotic War and war invalids, with the exception of those who refused the voucher due to health reasons or other circumstances. In 2024, 51 disabled people and participants of the Great Patriotic War were sent for spa treatment, including 7 people provided with vouchers at the expense of the budget of the Union State of Belarus and Russia.

2,650 vouchers were allocated to non-working disabled people of groups I and II. 4,295 non-working veterans of labor and disabled people of group III were provided with spa treatment. A total of 7,173 non-working citizens were recuperated.

68 non-working disabled people of groups I and II, affected by the Chernobyl disaster, were sent for spa treatment. 100% coverage of this category of citizens with spa treatment was ensured, taking into account the annual right to free spa treatment.

232 vouchers were allocated to non-working citizens who are pensioners of law enforcement agencies. In total, 514 vouchers were allocated to this category of citizens in 2024. In addition to unemployed citizens, vouchers were allocated to military personnel and their minor children.

In accordance with the order of the Republican Center for Health Improvement and Sanatorium-Resort Treatment of the Population, the representative office coordinates the activities of spa and health organizations located in Minsk and spa and health organizations located in the Minsk Region, the balance holders of which are Minsk organizations.

In 2024, Minsk Region organizations sold 8,566 vouchers (103.7% of the 2023 level), including 12,046 vouchers to foreign citizens (128.3% of the 2023 level).

Revenue from the sale of services amounted to 73,567 thousand rubles (119% of the 2023 level), including 14,551 thousand rubles to foreign citizens (182.3% of the 2023 level).

16,152.5 thousand rubles (111.3% of 2023) were spent on strengthening the material and technical base of organizations in the Minsk region, including 268 thousand rubles on creating a barrier-free environment (in 2023 - 17.5 thousand rubles).

8,401.4 thousand rubles were spent on strengthening the material and technical base of organizations in Minsk (in 2023 - 3,745.9 thousand rubles), including 33.9 thousand rubles on creating a barrier-free environment (in 2023 - 15 thousand rubles).

One of the most important areas of work of the representative office is the organization of health improvement of schoolchildren during the holiday periods in camps of various types.

During the summer period of 2024, using the funds of the republican budget to reduce the cost of vouchers, 78,520 children were rehabilitated (including 42,881 in camps with round-the-clock stay, 35,639 with day stay), which is 4,040 children more than in 2023.

The coverage of children with health improvement in the summer of 2024 was 42%. The plan for health improvement of children was fulfilled by 101.8%.

In October, a city conference was held on the results of the summer health campaign, where the leadership of the Minsk City Executive Committee highly appreciated the activities of the representative office in matters of health improvement of children of Minsk.

Following the results of the summer health campaign in 2024, the leadership of the Republican Center for Health Improvement and Sanatorium Treatment of the Population awarded the representative team a Certificate of Honor for the third year in a row.

At the end of the report, Valery Nafranovich outlined the main tasks for 2025.

At the end of the meeting, leading specialists of the representative office Tatyana Bardilovskaya, Svetlana Zhuk and Victoria Chernik were awarded a diploma from the representative office of the Minsk City Administration of the Republican Center for Health Improvement and Sanatorium-Resort Treatment of the Population for high performance in the work on health improvement and sanatorium-resort treatment of the population in 2024.
