On the Decision of the Minsk City Executive Committee dated 17.04.2025 No. 1533 "On the organization of children's health improvement in the summer period of 2025"
18-April-2025On April 17, 2025, the Minsk City Executive Committee adopted Resolution No. 1533 "On the Organization of Children's Health Improvement in the Summer Period of 2025". The resolution approved the Action Plan for the Organization of Health Improvement for Children of Minsk in the Summer Period of 2025; regulations on the procedure for organizing health improvement for children in health, sports and recreation camps; a list of host organizations, facilities, types of work and the number of jobs for children of Minsk sent to labor and recreation camps in the summer period of 2025. The decision of the Minsk City Executive Committee was prepared in accordance with paragraph thirty-four of Article 41 of the Law of the Republic of Belarus dated January 4, 2010 No. 108-Z "On Local Government and Self-Government in the Republic of Belarus", the Resolution of the Council of Ministers of the Republic of Belarus dated July 15, 2024 No. 509 "On the organization of health improvement for children in educational and health centers, educational and health and sports and health camps" (hereinafter referred to as Resolution No. 509) and the order of the Republican Center for Health Improvement and Sanatorium-Resort Treatment of the Population dated March 24, 2025 No. 17-o "On health improvement for children in camps during the spring and summer holidays of the 2024/2025 academic year, autumn and winter holidays of the 2025/2026 academic year" (hereinafter referred to as the order of the Center No. 17-o) for the purpose of proper organization of children's health improvement in the summer of 2025.
The decision approved the composition of the city headquarters for organizing children's health improvement in the summer of 2025, which coordinates the activities of interested departments, committees of the Minsk City Executive Committee, organizations of the city of Minsk that own (manage, manage) educational and health camps or organize them on their bases, to organize health improvement for children of the city of Minsk.
The planned volumes of health improvement for children of the city of Minsk in camps with round-the-clock and daytime stay of children in the summer of 2025 were communicated to the organizations organizing educational and health and sports camps, using funds from the republican budget to reduce the cost of vouchers. The Minsk city district administrations and the Main Department of Sports and Tourism of the Minsk City Executive Committee were informed of a plan for the improvement of the health of disabled children, orphans and children left without parental care in camps with round-the-clock and day stays in the summer of 2025 using funds from the republican budget to reduce the cost of vouchers
In accordance with subparagraph 9.1 of paragraph 9 of Resolution No. 509, by the decision of the Minsk City Council of Deputies of November 16, 2016 No. 243 "On the establishment of measures of social support for certain categories of citizens", the budget of Minsk for 2025 provides funds to reduce the cost of vouchers to camps with round-the-clock stays lasting at least 15 days at the rate of up to 158.00 rubles (inclusive) per voucher for 5,000 children of employees of organizations located in the city of Minsk, the functioning of which is ensured by funds from the budget, organizations, receiving subsidies from the budget, whose employees are equal in wages to employees of budgetary organizations, budgetary organizations whose property is owned by the city of Minsk, with a location outside the city of Minsk.
In the summer of 2025, it is planned to send 78,169 children of Minsk to camps of various types on vouchers, cheaper at the expense of state funds.
In total, more than 700 camps of various types will operate in the summer. The main focus in providing summer health improvement for children will be on 29 suburban health camps, which are on the balance sheet of enterprises and organizations of Minsk. More than half of the children, 53.5% or 41,820 schoolchildren, will be recuperated in camps with round-the-clock stay, of which 38,011 children will be in suburban educational and health camps, 3,809 children will be recuperated in tent (mobile and non-mobile) 9-12-day camps. 36,349 children will be recuperated in day camps.
To ensure the most complete coverage of children's health improvement in the summer of 2025, it is planned to send more than 28,500 children to health camps in the following profiles and areas of activity: sports, tourism, military-patriotic.
The leading positions, as in previous years, will be occupied by specialized sports and health camps with day and round-the-clock stay, in which it is planned to recuperate more than 10,150 children.
In addition, to ensure employment of children, it is planned to operate more than 160 work and recreation camps with day and round-the-clock stay for children, organized on the bases of institutions of general secondary education, additional education of children and youth and country health camps with coverage of 2063 teenagers aged 14-18 years during the summer season.
The priority area in organizing children's recreation is still the improvement of health of children in difficult life situations, including children with disabilities. In accordance with the decision of the Minsk City Council of Deputies dated 16.11.2016 No. 243 "On the establishment of social support measures for certain categories of citizens", these categories of children are provided with funds from the city budget to reduce the cost of vouchers and additional payment up to their full cost to suburban educational and health camps.
In the summer, it is planned to improve the health of 1,301 orphans and children under guardianship, and 1,267 children with disabilities for medical reasons.
In order to prevent juvenile delinquency, during the summer season, military-patriotic camps at the bases of military units, border outposts, educational institutions of the Ministry of Internal Affairs and the Ministry of Emergency Situations will organize the improvement of health of children who have come into conflict with the law, brought up in dysfunctional families. Preparation of country health camps for the summer season is carried out in accordance with the recommendations of sanitary and fire supervision authorities on the implementation of requirements for the arrangement of places of recreation for children, ensuring the implementation of sanitary and anti-epidemic measures.
Planned work is carried out on major and current repairs of residential and administrative buildings, landscaping of territories, equipment of sports grounds, replacement of outdated technological and refrigeration equipment. The owners of the camps plan to allocate at least 9 million rubles for these works this year.
Every year, funds are allocated from the budget of the city of Minsk to assist in preparing the camps for work in the summer. This year, the amount of funds was 2.5 million rubles. The funds were distributed in accordance with the decision of the Minsk City Executive Committee dated 20.02.2025 No. 666 between the district administrations in proportion to the planned number of beds in country camps.
