Holding of the city conference «Results of the 2025 summer health improvement campaign and tasks for 2026»

On October 7, 2025, the now traditional annual city conference on the results of the summer health campaign was held at the N. Gastello educational and health camp of the Minsk Branch of the Belarusian Railway. The conference was attended by Deputy Chairman of the Minsk City Executive Committee A. Strigelsky.

The conference was organized by the Minsk City Administration of the Republican Center for Health Improvement and Spa Treatment of the Population, the Minsk City Association of Trade Unions, the Minsk Branch of the Belarusian Railway, and the Oktyabrsky District Administration of Minsk.

Participating in the conference were: Director of the Republican Center for Health Improvement and Sanatorium-Resort Treatment of the Population H. Balbatouski, Chairman of the Minsk City Association of Trade Unions S. Shkrudnev, heads of committees and departments of the Minsk City Executive Committee, deputy heads of Minsk district administrations, representatives of interested city institutions and services, heads of education departments of Minsk district administrations, heads of business owners, and heads of country health camps.

The conference was opened by Deputy Chairman of the Minsk City Executive Committee A. Strigelsky.

He noted that the health campaign was highly organized:

"More than 80,000 schoolchildren were covered by all forms of health improvement. Most importantly, all permanent country camps were maintained."

Andrey Strigelsky also noted that all planned educational programs were successfully implemented last summer.

"Every day was filled with various events," he explained. "The 80th anniversary of the Great Victory was the central theme. Furthermore, the patriotic movement, including in the health camps, was organized at a very high level. This ensured continuity between schools and children's camps. And during the summer, the children did not drop out of the educational process, but continued to improve and acquire new socially useful skills." It's crucial that children's safety was fully ensured.

According to the Deputy Chairman of the Minsk City Executive Committee, over the past five years, more than 50 million rubles have been allocated from various sources to strengthen the material and technical infrastructure of suburban children's educational and health camps, including 10 million rubles from the Minsk city budget. In addition, over 37 million rubles were spent for these purposes (during this period) by the owners of the children's camps—the enterprises and organizations that manage them.

Andrei Strigelsky also emphasized that the traditional summing up of the summer health campaign allows us to comprehensively analyze its results and potential problems, identify priority areas, and outline specific actions for the coming year. Valery Nafranovich, Head of the Minsk City Administration of the Republican Center for Health and Sanatorium-Resort Treatment of the Population, reported on the results of summer recreation programs for Minsk schoolchildren in 2025 and the goals for 2026.

According to the speaker, 80,326 children (including 42,588 in full-time camps and 37,738 in day camps) attended various types of camps this summer using funds from the republican budget to reduce the cost of vouchers. This represents an increase of 1,764 children compared to the 2024 total.

15.6 million rubles from the republican budget were spent on reducing the cost of vouchers to Minsk camps during the summer (in 2024, 13.4 million rubles).

The plan for children's health improvement using republican budget funds to reduce the cost of vouchers was fulfilled by 103.3%. Moreover, more than half of all children treated during the season were in rural areas.

The primary focus for providing summer health improvement for children was on 30 24-hour health camps owned (managed and operated) by Minsk city organizations.

Valery Nafranovich also emphasized that the priority in organizing children's recreation remains the improvement of health for children in difficult life situations, including children with disabilities.

The measures taken allowed 1,305 orphans and children under guardianship to receive recreational activities in day and full-time camps. The trips were fully funded by the city budget.

Recreation programs for children with disabilities continued, with them being sent to day camps (based at special education centers) and full-time camps with teachers from boarding schools. A total of 1,270 children with disabilities received recreational activities.

Children of Minsk city public sector employees received additional payments from the city budget for trips to country camps of up to 158 rubles per trip. This assistance was provided to 3,154 children.

To prevent crime and antisocial behavior among adolescents, 1,526 minors registered with various types of registration and raised in disadvantaged families were sent to day and 24-hour health camps during the season using city and state funds.

To meet children's needs for various activities and to acquire useful skills, 117 day and 24-hour work and recreation camps (detachments) were organized, where 2,229 adolescents received health care.

Military-patriotic camps play a special role in the moral and patriotic education of children and adolescents.

In collaboration with military units, border outposts, and educational institutions of the Ministry of Internal Affairs and the Ministry of Emergency Situations, 90 military-patriotic camps with day and 24-hour stays were organized, serving 5,319 children (1,826 children in 2024).

In the summer of 2025, a total of 25,140 camps (units) were sent to 452 camps (units) across various specialties and activities, with day and full-time stays.

Funds from consolidated sources totaling 11,269,550 rubles were allocated to prepare permanent camps for the season, including 8,543,000 rubles from health camp owners, 2,500,000 rubles from the Minsk city budget, 178,660 rubles from sponsorship, 21,490 rubles from the republican budget, and 26,360 rubles from trade unions.

The allocated funds were used in a timely and effective manner.

Speaking about the considerations that must be taken into account when preparing the children's health program for next year, Valery Nafranovich noted the need to continue modernizing the material and technical infrastructure of Minsk camps and improving adjacent areas, using consolidated funds from camp owners, the city budget, state social security, trade unions, and other public organizations.

Anna Rysevets, Head of the Education and Ideological Work Department of the Minsk City Executive Committee, spoke about the work of education authorities in organizing summer recreation and health improvement for children.

Grigory Getyuk, Chief State Sanitary Doctor of Minsk, reported on the implementation of sanitary and epidemiological requirements in Minsk health camps during preparation and operation for the 2025 summer health season and objectives for 2026.

Henadzi Balbatouski, Director of the Republican Center for Health Improvement and Sanatorium-Resort Treatment of the Population, presented information on the role of the Republican Center for Health Improvement and Sanatorium-Resort Treatment of the Population and the funding of the 2025 summer health campaign.

Summing up the results of the city conference, Deputy Chairman of the Minsk City Executive Committee A. Strigelsky noted that the city authorities will continue to allocate funds for the summer health campaign for children.

"We plan to increase the number of places (in country camps) by maintaining the existing facilities, renovating buildings, and redistributing children between shifts," he explained. "Currently, camps operating in five shifts (15 days each) is already the norm." Furthermore, a major renovation is planned for the Teremok children's country camp, which has been transferred to the Education Committee of the Minsk City Executive Committee. The Polochanka camp is also expected to undergo significant modernization of its facilities.

The conference also summarized the results of the city stage of the Republican Competition for the Best Countryside Health Camp. Third place went to the "Rodnichok" educational and health camp, owned by

the Republican Unitary Enterprise "Beltelecom". Second place went to the "Smena" educational and health camp, owned by Minsk Wheel Tractor Plant. The victory went to the N. Gastello educational and health camp, owned by the Minsk Branch of the Belarusian Railways. 

Following the conference, an awards ceremony was held for the winners of the city's competition for the best health camp. Employees who made significant contributions to the organization and implementation of the 2025 summer health camp campaign were awarded certificates of honor and letters of gratitude from the Minsk City Executive Committee, the Minsk City Council of Deputies, the Republican Center for Health Improvement and Sanatorium-Resort Treatment of the Population, and the Minsk City Association of Trade Unions.

For her many years of dedicated work, high professionalism, and significant personal contribution to the high-quality organization of health improvement programs for children in Minsk, Sviatlana Maisinovich, Head of the Financing, Accounting, and Reporting Department and Chief Accountant of the Minsk City Office of the Republican Center for Health Improvement and Sanatorium-Resort Treatment of the Population, was awarded the Minsk City Council of Deputies' main award—the Certificate of Honor. Leading specialist of the representative office, Zhdanovich Alena, received a Certificate of Gratitude from the Minsk City Executive Committee.
