On August 12, 2025, a meeting of the working group on the development of health and wellness tourism of the Interdepartmental Council on Tourism under the Council of Ministers was held at the "Sanatorium "Yunost" of the Presidential Property Management Department of the Republic of Belarus on the topic "Activities of health resort organizations of the Minsk region to increase the export of health and wellness services"

Health resorts of the Minsk region occupy 34% of the health resort market of Belarus (about a third of the national figure), providing 8.7 thousand places for treatment and health improvement.

The Minsk region has unique resources for providing high-quality treatment, rehabilitation and recreation for both Belarusian citizens and foreign guests.

The number of foreign citizens is increasing every year. In the first half of 2025, more than 169.3 thousand citizens underwent spa treatment and health improvement in the health resorts of the Minsk region, including 38.3 thousand foreign citizens (in 2024 - a total of 361.3 thousand, including 81 thousand foreign citizens; in 2023 - a total of 346.3 thousand, including 70.3 thousand foreign citizens). The average occupancy rate for the first half of the current year was 83.5%. The occupancy rate in 2024 was 83.8%, in 2023 - 81.5%.

There is growth with positive dynamics in the export of services. Revenue from the sale of the above-mentioned vouchers amounted to 225 million rubles (in 2024 - 424 million rubles; in 2023 - 352.1 million rubles). Foreign vacationers are attracted by a fairly high level of quality of medical care, caring attitude of the staff, the absence of a language barrier for Russian-speaking tourists, and the relatively affordable cost of services provided.

The share of citizens of the Russian Federation in the structure of the foreign flow increased from 87% (2019) to 95% (2024). The growth rate was 133.5%.

In 2024, residents of fifty-seven countries used the services. Countries of service export: Russia, Latvia, Lithuania, Azerbaijan, Estonia, Germany, Kazakhstan, Israel and others.

Director of the Republican Center for Health Improvement and Sanatorium-Resort Treatment of the Population Henadzi Balbatovski told reporters: “The occupancy rate of Belarusian sanatoriums in the first half of the year increased by 4.5% compared to the same period last year and exceeded 81%. Total revenue increased by more than 16.5%, revenue from free sales - by more than 22%. The most significant dynamics - in the export of services, growth - 26.5% compared to the first half of last year. Speaking about the ratio of the number of Belarusian and foreign vacationers in sanatoriums, Henadzi Balbatovski noted that in terms of free sales, 70% of places are for Belarusians, about 30% - for foreign citizens. If we take into account the vouchers that are sold on preferential terms through the Republican Center for Health Improvement and Sanatorium-Resort Treatment of the Population, the percentage of Belarusian citizens will be even higher."
