The results of work on the rehabilitation and sanatorium treatment of the population in 2018 and the main tasks for 2019

The development of the system of sanatorium-resort treatment and rehabilitation of the population is an important part of the state social and economic policy of the Republic of Belarus.
Over the past years and in 2018, the stable work of health resorts and recreational organizations of the republic was ensured. Their average annual occupancy rate is about 80 percent.
The center coordinates activities on the development of the network of sanatorium-resort and recreational organizations of the republic.
Currently, there are 309 certified sanatorium and health resorts in the republic for 66 thousand places, of which 106 are for sanatorium and resort for 28 thousand places and 203 for health for 38 thousand places.
A functioning bed fund allows annually providing about 1,300,000 people with sanatorium-resort treatment and rehabilitation.
In 2018, 1 million 361 thousand people underwent sanatorium-resort treatment and rehabilitation in the republic, of which: more than 783 thousand people were at the expense of state funds; at the expense of legal entities and individuals - more than 578 thousand people.
More than 610 million rubles were used for these purposes, of which:
- more than 195 million rubles of public funds; more than 415 million rubles from legal entities and individuals.
The priority direction of the Center’s work is the provision of sanatorium-resort treatment and rehabilitation of children aged 3 to 18 years.
Ensuring the priority of the interests of children is one of the conditions for sustainable development and the future of Belarus. Every year, about 80 percent of the total amount of funds allocated to the Center is directed to the implementation of benefits for sanatorium-resort treatment and health improvement of children. As a result, about 50 percent of the children's population of the republic at the age of 3 to 18 years old is provided with free and cheaper vouchers.
n 2018, 708 thousand children were provided with sanatorium-resort treatment and rehabilitation at the expense of state funds, which is 25 thousand 400 children more than in 2017.
The most important place in the state social policy is given to the health problems of the population affected by the consequences of the disaster at the Chernobyl nuclear power plant.
In total, in 2018 more than 86 million rubles were allocated from the republican budget for sanatorium-resort treatment and rehabilitation of the population affected by the disaster at the Chernobyl nuclear power plant.
The Government and the Center pay special attention to the organization of sanatorium-resort treatment and rehabilitation of children living and studying in the territories contaminated with radionuclides.
Providing this category of children with annual free spa treatment and rehabilitation is one of the most significant and effective measures to reduce the negative impact of the Chernobyl disaster on their health: in 2018, 87 thousand 500 such children were treated and rehabilitated (87 in 2017). , 1 thousand children).
It should be noted that since 2002, the Union State Standing Committee together with the Center, at the expense of the Union State budget, has been implementing measures to organize sanatorium-resort treatment and rehabilitation for children from the regions of Belarus and Russia most affected by the Chernobyl disaster.
Thanks to the cooperation with the Union State, children living and studying in the areas contaminated with radionuclides are provided with sanatorium-resort treatment and rehabilitation at health resorts in Belarus and Russia.
For the period from 2003 to 2018, 6766 Belarusian children living in polluted territories were provided with sanatorium-resort treatment at the expense of the budget of the Union State.
In order to prevent the incidence of the child population of the Republic, much attention is paid to the rehabilitation of children in camps of various types. The need for summer rehabilitation of all needy and willing children to rest is fully satisfied by the Center.
Efficient and rational use of allocated funding allowed in 2018 to increase compared with 2017 the number of children of the republic who were provided with summer rehabilitation by almost 13 thousand people.
In total, in the summer of 2018, 380 thousand 900 children were improved, which was 101 percent of the plan. In 2018, the coverage of summer rehabilitation of children from the total number of children was 38.8 percent (in 2017 - 32 percent).
The greatest coverage of summer rehabilitation is provided in the Grodno (54%), Vitebsk (40.1%) and Brest (34.2%) regions.
During the summer health campaign, as before, the center of attention was children with disabilities, orphans and children left without parental care: more than 4 thousand disabled children and about 14 thousand orphans and children left without parental care . Rehabilitation coverage of this category of children does not decrease from year to year.
In the summer of 2018, round-the-clock medical support was provided to children with disabilities in the camps who attended the camps, including consultations with specialists and the provision of all necessary medical services to them.
The Government has been instructed to ensure maximum coverage of all forms of rehabilitation and employment of children in socially dangerous situations, including those who are registered as preventive in juvenile affairs inspectorates: 98.2 percent of such children are covered.
In the summer of 2018, 6,303 recreation camps functioned, of which: 1,637 - with a 24-hour stay and 4,666 - with a day camp.
The task of preserving the material and technical base of the camps is under the constant control of the President, the Government and the Center.
In 2018, due attention was paid to strengthening the material and technical base of the camps. Consolidated funds of owners, local budgets, state social insurance, trade unions and funds earned on the republican clean-up were sent to prepare camps for the summer health campaign - all in all, about 11 million rubles were used.
Effective interaction of the Center with all interested allowed to stop the negative trend of mass closure of stationary health camps: in 2018, as well as a year earlier, 146 health camps functioned.
Social support for war veterans is also one of the priority tasks of the state social policy. This is determined by their special social status, services to the Fatherland, an invaluable contribution to the development of moral values, folk and family traditions, continuity of generations.
Every year, disabled people and participants of the Great Patriotic War who applied to the Center have been provided with vouchers to the sanatorium every year, taking into account their wishes: in 2018 372 disabled people and participants of the Great Patriotic War were provided with sanatorium-resort treatment Union State Budget.
Taking into account the limited physical abilities of disabled people and participants of the Great Patriotic War, disabled children, non-working disabled people of I-II groups, it is necessary to ensure a special approach to organizing their treatment and appropriate material and technical equipment of health resorts.
It should be noted that the work on creating conditions for a barrier-free environment by health resorts is not being carried out actively enough.
Although, in accordance with the State program on social protection and promotion of employment for the population for 2016–2020, places for people with disabilities and other categories of physically weakened persons should be created in health centers of the republic, in an amount of at least 5% of the total hospital capacity.
In 2018, only 29 such places were created, while the total number of places for people with disabilities and other categories of physically weakened persons in health resorts of the republic is 446, or about 1% of bed capacity.
Ensuring the competitiveness of the system of sanatorium-resort treatment and rehabilitation of the republic and the simultaneous availability of its services for the general population is impossible without carrying out constant systematic work to strengthen the material and technical base of health resorts.
The infrastructure of the sanatorium and health resort and health-improving organizations is constantly an object of investment activity: in 2018, 65 million rubles were used to strengthen their material and technical base, including more than 42 million rubles from the owners.
Today it is necessary to note the sanatorium-resort organizations, which in 2018 used the largest amounts of funds to strengthen and develop the material and technical base:
CREDIT "Svitanak" mastered 6.1 million rubles (for the construction of a gym, the reconstruction of the boiler room, the purchase of medical equipment, equipment, etc.);
the sanatorium "Sputnik" spent 5.5 million rubles (for the construction and commissioning of a new sports pool, barotherapy room, updating medical equipment, repairing buildings and rooms);
sanatorium "Ozerny" mastered 4.7 million rubles (for the reconstruction of the Holy Palace with the creation of a health tourism complex with medical services and a spa center);
the Radon sanatorium disbursed 4.3 million rubles (for the reconstruction of the hospital, the purchase of new equipment and inventory)
the sanatorium "Priozerny" mastered 3.6 million rubles (for the reconstruction of the Priozerny building, the purchase of new medical and technological equipment, landscaping with the renewal of landscape design);
sanatorium "Youth" mastered 3.1 million rubles (for the repair of the room fund of the building "Marine", landscaping with an adjacent access road).
The largest amount of funds to strengthen the material and technical base of sanatorium organizations based on one bed in 2018 was used in the Grodno, Minsk and Brest regions -
4 thousand 100 rubles, 3 thousand 130 rubles and 3 thousand. 120 rubles. respectively.
Thanks to the development and improvement of the material and technical base of health resorts, the introduction of new technologies of resort therapy, the improvement of the service, and the increase in the efficiency of using natural healing factors, in 2018 there has been a significant increase in the performance of sanatorium and resort organizations of the republic in comparison with 2017.
So, according to the results of 2018, the revenue from the sale of services to legal entities and individuals increased by 21.4 percent and amounted to 415 million 500 thousand rubles. The number of persons improved by their own funds increased by 48 thousand 900 people and amounted to 578 thousand 100 people.
The largest revenue from the sale of services to businesses and individuals based on one bed in 2018 was received by the Grodno (13,500 rubles), Minsk (9,700 rubles) and Vitebsk (9,600 rubles) organizations.
Ensured an increase in revenue from export services. In 2018, revenue from the sale of services to foreign citizens by health resorts of the republic increased compared with 2017 by 13.2 percent and amounted to more than 193 million rubles. The number of improved citizens of the countries of near and far abroad increased by 24 thousand people and amounted to more than 232 thousand people.
The largest amount of revenue from the export of services based on one bed in 2018 was obtained by health resorts and recreational organizations of Grodno (8,300 rubles), Vitebsk (7,800 rubles) and Minsk (5,200 rubles) regions .
The growth rate of revenue from the export of services by sanatorium and resort organizations in comparison with 2017 in the context of the regions was: Mogilev region - 120.4%, Minsk - 118.5%, Vitebsk - 111.5%, Gomel - 110.4% , Brest - 110.3%, Grodno - 107.8%.
Due to the improvement of the quality and expansion of the list of services provided, the introduction of new forms of service, the optimal price level in 2018, additional paid services were sold by health resorts of the republic, which are not included in the cost of a voucher worth more than 105 million rubles, which is 57.5 percent more than in 2017. Including the revenue from the sale of additional paid medical services increased by 19.4 percent and amounted to more than 40 million rubles.
he growth rate of revenue from the implementation of additional paid services that are not included in the cost of the voucher by sanatorium and health-improving organizations compared to 2017 in the context of the regions was: Grodno region - 128.7%, Vitebsk - 120.8%, Minsk - 119.0 %, Brest - 119.0%, Gomel - 114.9%, Mogilev - 114.2%.
More than 29 percent of additional paid services were sold to foreign citizens (over 70 percent - to citizens of the Republic of Belarus).
Prices for sanatorium-resort and health-improving organizations (with the exception of prices for vouchers to recreation camps) are not regulated by the state, but are independently formed by health resorts taking into account market conditions, the impact of supply and demand, comfort of living conditions, actual costs of providing services and the level of profitability of organizations .
The average cost of 1 bed-day for vouchers purchased by the Center at the expense of public funds for 2018 for children and adults was 34 rubles 21 kopecks.
The average cost of 1 bed-day stay on vouchers, independently implemented by health resorts to businesses and individuals, with accommodation in a double one-room, in 2018 amounted to 53 rubles 32 kopecks. The Center and sanatorium organizations fulfilled the task set by the Government and in 2018 the unjustified price increase for sanatorium and health services was not allowed.
Today, the existing regulatory and legal framework as a whole allows organizing high-quality and effective sanatorium-resort treatment and rehabilitation of the population in the Republic of Belarus, but the development and improvement of the system requires constant systematic work on updating the regulatory legal acts.
During 2018, the Center developed and agreed more than 44 draft regulatory legal acts.
Thus, in 2018, a stable functioning of the system of sanatorium-resort treatment and rehabilitation of the population was ensured. The tasks of ensuring state-guaranteed social benefits and the rights of the population, set by the Government, have been fully implemented.
The established system of sanatorium-resort treatment and rehabilitation of the population is consistent with its purpose in providing social guarantees to the population, preserving and strengthening the health of our citizens.
